Essentially Varek doesn't have the ambition to overthrow the Emperor nor lead the Empire as a whole, whereas Bhalr does. It's a lot more complex than that but Boli can explain better.

As it stands, it's unlikely they'll wield much in the way of power on the political end, but Imperial generals will be respected. Arcturus is going to have a role in military relations, as will Varek, since both of them have been heavily involved and big supporters of the Imperial military as a whole throughout their careers as Sith.
