Hutt Methodology

Although the Hutts were formerly fractioned, in recent months the Empire has been brought under the iron fist of Tusa Ujalli Hai and has been standardized. While regional customs do still exist, a common string of technologies and practices have been adopted across the Hutt territories.

Politics, the Military and Personal Empires
1. Though formerly known as crime lords and rulers in their own right, an individual Hutt’s powerbase has been severely limited. Individual empires have been integrated into a single force with informants switched to different portions of the galaxy. Instead of reporting to their old bosses, these agents report directly to the Emperor, creating the single biggest crime organization in galactic history.
2. Similar to the crime organization, all military forces (including planetary militias and mercenary forces) have been bought out and taken over by the Empire. These forces have been standardized and mixed to encourage loyalty to only High Command.
3. An Empire-wide draft has been put into action, bringing in billions of fresh recruits aging from eighteen to forty years old. Single children and providers have been exempt from the draft, as have students.
4. Many once private enterprises now report to Hutt Overseers, placing them under Imperial control. A great majority of profits still go to the owners, although frequently they are forbidden to sell their wares to any Republic-aligned organization.
5. Republic organizations are encouraged to continue operating in Hutt borders. This encourages the Republic organizations to ignore the trade embargo and supply the Empire. Imperial-exclusive organizations receive additional credits and benefits.
6. Any sign of treason against the Emperor Tusa Ujalli Hai is grounds for prosecution without trial. All military personnel are under the direct command of Tusa Ujalli Hai. The current Emperor is granted lifelong control to be continued only by his designated (though top-secret) heir.

Planetary Defense
1. All Hutt controlled worlds have a permanent military presence, ranging from a handful of ships to multiple battle groups, dependant on the tactical significance of the planet. At the very least an entire line (four vessels) is deployed in tandem with planetary security forces equipped with surplus military technology.
2. All Hutt controlled worlds have some form of surface-to-space defense system. Major Hutt planets frequently contain ground-based turbolasers while smaller planets benefit from the mobility of the Sujimis Mobile Fortresses. Almost all inhabited planets have planetary shield generators.
3. Tactically important Hutt controlled worlds have satellite defenses and space stations. These are used primarily to route space traffic and help planetary security, although they can be turned outwards to combat attackers. All space stations are equipped with starfighters to police the air.
4. The Hutt Empire has an extensive sensor satellite net in the Outer and Mid Rims to combat surprise attacks. While they are typically unguarded (save a token defense force no larger than two or three ships), quick response forces are stationed in each region.
5. In each system, there is typically more than a battle group ready to microjump to a planet’s defense and augment the security force. This reduces the drain on the planetary defense needs while still keeps response time under ten minutes.
6. Critical Hutt worlds benefit from a series of Ion Cannon Planetary Defense systems. These work in tandem with the regular planetary defenses. (Jan. 20, 2011)
7. Critical Hutt worlds utilize system scrambling technologies, scrambling sensors and overloading enemy computers. New lines of Hutt vessels come equipped with computers to overcome this technology, while older ships must be converted. (Jan. 20, 2011)
8. While Galactic Basic is considered the 'standard' for the Hutt Empire, Military personnel of the rank of Lieutenant/Sergeant must be able to understand Rodian and Twi'lek languages. They must be able to speak one. Military personnel above the rank of Captain/Major must be able to understand Rodian, Twi'lek, and Huttese, while being able to speak two. High Command must be able to speak all three. During battle, Galactic Basic is forbidden for inter-ship communication. While this may only delay Republic translators a couple seconds, those couple seconds are invaluable in combat. (Jan 21, 2011)
9. In light of the attack on the Ando System, more caution has been taken to protect Hutt space lanes. Hyperspace beacons (used to travel back and forth) have been encoded with a new Hutt operating system, compatible with all navicomputers. However, navicomputers with a Republic military subroutine or hints of military programming (frequently updated by Hutt hackers) are given false coordinates, leading them into stars, asteroid fields, Hutt Minefields, or traps. 10. Hyperspace lanes between Hutt and Republic territory have been covered by remotely controlled mines. These mines are shut off by passing Hutt vessels and activated after they have been cleared. (Feb 3, 2011)

Personal Defense
1. All important members of the Hutt Empire (Emperor, advisors, Hutt High Command) are entitled to a full squad of Razorback commandos as a full-time security force. This is in addition to any local, personal, or standard security in the vicinity.
2. Specialized anti-terror teams act as forerunners for members of High Command and the Royalty. These teams minimize the possibility of assassination including snipers, poison, betrayal, and surveillance. Although many are upset by the additional waiting time due to these teams, the Emperor has decreed it necessary after the downfall of Malgarr the Hutt.
3. No member of High Command or the Royalty is allowed to travel alone. All members must be accompanied by an Emperor-appointed ‘assistant’, which is in truth little more than a snitch. Suspicious activities are reported to Tusa’s Darksaber, which remains unknown to the Galaxy.
4. When deployed, the Emperor’s personal vessel Jewel of Varl occasionally flies with an apparently identical vessel. This is to reduce the possibility of a successful assassination attempt.

Political Presence:
The political structure of captured planets remain largely untouched, encouraging as little a change of pace to the everyday citizen. Police officers and public service positions have been allowed to keep their jobs, pay, and benefits: however, all laws must pass through Hutt Overseer scrutiny to ensure no foul play. Above the Overseers is a single, system wide governor who responds only to the Emperor.
Propaganda is in place for the Hutt Empire in the form of posters, holovids, and acts of goodwill, with frequent monetary donations to charities, political candidates, and public benefit.

Military Presence:
Despite the ‘hands off’ policy of the political presence, military presence is high. Multiple military bases have been founded near major cities, with the Hutt soldiers patrolling the streets along with the police force. Citizens and travelers must pass through system, planetary, and local customs scans including a full background check and identification scan, though after a year this presence is slightly relaxed. This has greatly slowed interplanetary travel, but the Hutts see it as a reasonable trade off for their long-term presence in high-risk systems.
Punishment for breaking federal laws has increased. Although the Hutts have made a valiant attempt at the roll of benevolent overlords, there is a zero tolerance policy for dissention or rebellion. Prisoners are loaded onto prison ships and brought to prison planets far from home.

Colonies and Immigration:
To further integrate Hutt culture, several new cities have been founded across the system. Using immigrants from all over Hutt Space, these beings bring a diverse and new angle to the planet, but most importantly it brings an Imperial loyalty to the system.
Along with Hutt-aligned colonies, a mass entry of pre-approved immigrants flocked to the major cities, doing their best to integrate into the native lifestyle. These citizens are mainly loyal to the Hutt Empire in a further attempt by the Emperor at long-term integration.

Utilities
All crucial utilities are repaired and put under Hutt control to work at full capacity.

Weapon Control
Weapons have not been confiscated, although a planetary registry has been put in place- all firearms must be recorded with the Hutt Empire. Failure to comply results in immediate imprisonment. Further weapons sales have a twenty percent increase in taxes to deter rebellion.

Sales Tax
In effort to curb the debt inflicted by occupation, a one percent sales tax has been put on all transactions.

Quarantine
Unfortunately, the Hutt Navy bars trade and Republic military vessels to and from Republic space. Trade vessels are redirected with native companies ‘encouraged’ to trade only with the Hutt Empire. Personal travel is allowed with Hutt assigned custom papers and passports on a case-by-case basis.

Further Occupation
Despite capture of the major cities, the Hutts are actively scouring captured planets in search of evasive rebel cells. Entire Battlegroups and Squadrons have been dedicated to the hunt, operating out of the freshly established military bases and using the best specialists drawn from Hutt Space.


Note: This is posted to give a better understanding of the pervasive paranoia and caution displayed by the current regime. Although these rules will change and expand, only rules that exist during original thread creation will be counted. Therefore, I will do my best to document when rules were posted. Unless otherwise noted, these rules were posted on January 19, 2011.
