What does the Jedi Council do in this timeline?

Hi. I'm sorry to keep bothering people with questions, but I really need to get this straight in my head.

What does the current Jedi Council do?

I seem to have got the impression from the writeup for Jedi order that the Council is not really governing the Jedi at this time, but I may be getting confused.

"State of the Order
After nearly a hundred years of conflict, the Jedi Order can be considered an order no more. The broken Order has fragmented into different splinter sects, each following the same code and many of the same teachings, but with different core goals that set them adrift from eachother. The Jedi Order, once numbering in the tens of thousands has found itself absolutely depleted, many scholars estimating its numbers to hover near a thousand souls, dis-united even as a shadow war is waged between them and their eternal enemy, hovering on the edge of extinction.


Sects of the Order

The Jedi, wracked by a century of war are a shadow of their former glory. With their numbers reduced to a roughly a thousand, they are fractured in their beliefs, methodologies and teachings. Scattered throughout the galaxy, the Sects of the Jedi continue their efforts to destroy heir dark brethren, rebuild the Jedi, and protect the galaxy. With each Jedi following their own path, they have gathered in groups of likeminded individuals, forming Sects that differ greatly in what they perceive course of action for the Jedi."

It sounds to me, like all Jedi are in little groups here and there, with no governance from the Council.

This is enumerated in the Jedi Faction Forum, but there are still Council members. Those Council Member oversee a sect of the "Order." For example, Cadef Sige leads the Guardians.

Let's take my Jedi, Evalyn Dan'ela, for as another example. She is a Jedi Guardian. If she were to receive "orders" from Councilor Sige she would certainly follow them. If she did not follow those "orders" she would suffering consequences. If the Councilor for the Crusaders were to give her an "order" she would not necessarily follow it or suffer repercussions for not following. She certainly respects that other Councilors but doesn't fall under their authority.

This is one of the problems with the Jedi in this timeline. The Councilors are each governing their own little "orders." There isn't a cohesive unit.
