Because this TL, people got bogged down "level grinding" from Padawan to Knight to Master. Allowing people to start off as a Knight, even an inexperienced one, will give them more freedom with their characters instead of getting stuck slogging through a million training threads as an Acolyte/Padawan.

The reasoning for because for the Jedi at least, they had a hard time moving padawan to knight, which the knight was suppose to be their more important people like the experience soldier but with many of them going either inactive or not taking many padawans to train, the large amount of padawans continue to grow while the size of master and knight continue to go down.
