I think @TAC said something on this to me and @Benvenue7 earlier. They can be closed. However; they will count significantly less towards expansion. Not only that, but Indies already need much more than indicated in the rules.

Why do indies need more? And where does it say that?

Due to their size relative to main factions. It doesn't. However, talking to @Dimitri on Skype revealed that it does indeed take significantly more activity, missions and threads, than a main.
