Conflict missions are indeed Open.

Interesting. I've noticed a few Sith Conflict missions have been ask rather than Open.

They can be. However, they count significantly less towards control of a sector. it's why I keep all of ours Open.

Conflict missions can be ask, but they need an NPCer for opposition. Also ask missions only count for half as much as open missions towards gaining territory.
