Indies are not allowed to make space/battle stations. If you're not allowed to own anything bigger than Corvettes as indie factions, you're not going to command STATIONS.

You can own things bigger than a corvette as an indie, last time I checked at least. It would be awkward if not, since @Dimitri offered an Indie a frigate as a tournament reward.
