NPCs aren't to be used for any kind of advantage, and are just for flavor.

Sorry can't get on skype, but again I'm not trying to be mean, and I will literally point out what you can do to avoid everything. But using NPCs is a no go. Just want to follow the rules.

No, I was discussing it today in the Skype chat with the other members, I actually didn't infringe on any of the rules. If you check the combat section of the roleplaying rules that you are referring to, the spirit of that rule is definitely referring more to an advantage like me using armed NPCs (for example, if I were a military commander with soldiers) to gangbang you.

In this case, I've merely progressed the story logically, using the NPCs as an extension of the setting. I don't think that the rules were written expecting us to sacrifice the integrity of the story just because this is a PVP. It would be no different than if I had hidden behind a pillar or something.

It would not be very reasonable if your character could bust through the window, start unloading blasterfire into a crowded room, and then try to hit me with a flamethrower and I couldn't do something as intuitive as utilize the panicking crowd as a meatshield just because it's a PVP. We can take it to PM if you want so we can come to a conclusion privately, or wait until we coincide on Skype.

For me it doesn't make sense for people to be in front of a man who was opening fire into the place as we both know. Plus in one part the shoots made it through yet the fire was suddenly stopped by the sudden presence of people. Who apparently ran in front of my guy despite seeing him shoot.
