well it is a weak EW system. It only effects auto targeting systems so against a good pilot that fires his weapons and missiles manually the EW is useless.

Ewar was in fact used during the GCW as seen in episode 6 during the death star battle. Jamming IS Ewar and I believe jamming devices where used during the clone wars also.
