The Ubiqtorate, also called the Department of Imperial Intelligence, is a division of the New Sith Imperium and one of the oldest legacies of the Galactic Empire, and even its forerunner, the Galactic Republic, that still exists as a formidable power in the galaxy in its purpose of gathering and analyzing information for the Throne and the Sith Imperiuml. An elite branch of the New Sith Imperium, the Ubiqtorate exists as one of the galaxy's foremost intelligence agencies, collecting information and engaging in clandestine activities for the benefit of the Empire.

The Ubiqtorate makes use of various spies and agents for executing covert activities and operations upon the other elements of the galaxy, as well as, on occasions, unto itself.

The Ubiqtorate has four divisions, each under two separate branches, and has a strict and disciplined echelon, with field operatives, trainers, analysts, and several high commanding positions.

Structure

Sleeper Cell

The Sleeper Cell branch is, true to its namesake, the specialized branch of the Ubiqtorate that undertakes extreme-espionage, undercover missions, infiltration, and other "invisible" covert activities. Controlled directly by the Sith Emperor, the Sleeper Cell operatives are seeded into governments and political and corporate powers in throughout the entire galaxy, allowing the New Sith Imperium to have "eyes" everywhere. Members of the Sleeper Cell branch are considered top secret to the utmost degree, even to many within the Ubiqtorate, in order to maintain the utmost secrecy about them. The Sleeper Cell branch is made up of two distinct divisions; the Clandestinius and the Inquisitorius.

  • The Clandestinus, sometimes nicknamed the Throne's Eyes, is the more numerous of the two divisions of the Sleeper Cell branch, and in an umbrella classification, can effectively refer to all Imperial agents operating within other, sometimes hostile or enemy, elements of the galaxy. From the scattered remnants of the Galactic Federation of Free Alliances, to powers as corrosive as the Hutt Clans, the Clandestinus has in its hands in all but the farthest reaches of the galaxy.

  • The Inquisitorius, sometimes nicknamed the Throne's Hands, are the less numerous of the two divisions of the Sleeper Cell branch, but arguably takes on greater importance, as they are fully trained Dark Side Force-sensitive agents; adepts taught in Sith lore, and tasked with infiltrating the Jedi Order to its core, in efforts to best undermine its foundation. Very few are permitted to enter into this arrangement, and unlike the Clandestinus, all the Inquisitorius answer only to their Dark Lord, the Sith Emperor.
Special Intelligence

The Special Intelligence branch exists as the Ubiqtorate's elite branch for operatives dispatched for assassinations, sabotage, terrorism, and carry out the New Sith Imperium's most secretive black operations. Members of the Special Intelligence branch are not dispatched across the galaxy to infiltrate various governments and corporations, but instead are centered within the New Sith Imperium, leaving only to carry out the will of the Empire, as personified by the Emperor's will. The Special Intelligence branch is directly controlled by the Spymaster and Director, and is the chief force for providing intelligence to the members of the Imperium. However, the two branches are symbiotic, as the Sleeper Cell branch often provides the intel for the Special Intelligence branch to act upon. The Special Intelligence branch is forged from two distinct divisions, the Tactical Incursion and Threat Assassination Nexus, and the Strategic Information and Encryption Analysis Bureau.

  • The Tactical Incursion and Threat Assassination Nexus, more commonly known as TITAN, is one of the two branches of the Special Intelligence branch of the Ubiqtorate. TITAN is one of the Ubiqtorate's most vital assets within the Imperium, and acts as their primary enforcers against enemies of the New Sith Imperium. Assassinations, abductions, interrogations, fear mongering, sabotage, and terrorism are but a few forms the black operations of TITAN manifest as, all without prejudice or morality.

  • The Strategic Information and Encryption Analysis Bureau, more commonly known as SIENA, is one of the two branches of the Special Intelligence branch of the Ubiqtorate. SIENA performs numerous functions of the Empire as a whole, from managing colossal quantities of data, producing Imperial propaganda, controlling or tapping into every form of media within the Imperium, from newsdocs and beamcasts, and acting as cryptanalysts, hackers and tech specialists. SIENA works very closely with TITAN, providing their counterparts with information and real-time advisors. Thus, every agent of TITAN often is partnered with an analyst of SIENA to provide them with real-time intel and provide strategic support.


Ubiqtorate Security Measures



As a part of their training, every Ubiqtorate agent undergoes extensive hypnotherapy and psychological conditioning, supported with lengthy chemical treatments, and flash-training. This is done in order to condition and program their agents at a subconscious level, making them exceedingly loyal, and able to carry out any mission directed to them by their handlers.

Indeed, some of these programs are written so deeply within their psyche, that the agent in question might not even be aware of their mission, nor the fact that they have ever been chosen by the Ubiqtorate. It becomes an unquestioned part of their daily rituals, or they simply forget the fact that they might have temporarily activated their ship's transponder, or sent an unsecure transmission for a second, or activated their ship's self-destruct sequence.

One of the key programs written into the minds of every Ubiqtorate agent, is the mind-rub. Upon capture and interrogation by potential hostile forces, the Ubiqtorate's mind enters a deep catatonic state, preventing them from divulging information, nor feeling pain. Their mind essentially shuts down. This state is sadly quite risky, and has frequently put several agents in a deep and prolonged coma (and occasionally death), and the only way to reverse the mind-rub, is a secret chemical treatment known only to a select few Ubiqtorate medical officers.

The Ubiqtorate headquarters itself, the Cyclopean space station, is hidden deep within Sith Space, and protected by not only a frequently shifting mine field, but also by several hibridium stealth generators. This ensures that the Cyclopean lies within a 'void' in space. It cannot send transmissions, nor receive them. It cannot see, nor can it be seen. It's location is a secret known only to a handful of select, trusted, Ubiqtorate members, all subject to the same Mind-Rub programming.

Across the galaxy, the Ubiqtorate operates in cells akin to those of a rebel or terrorist groups. Each cell possesses several agents, all ready to carry out the will of the Imperium at a moment's notice, whether they are aware of this fact or not. The cell's handlers usually operate within carefully selected Ubiqtorate safe houses or listening posts, or even within the local Imperial government, and carefully direct the cell's members to achieve the goals of the Imperium within that sector. Each handler of individual cells are in complete ignorance of the existence, goals, or location of other cells, and thus cannot compromise one another. Cell handlers report to a Sector Overseer, whom guides and directs the potentially tens of cells within their sector of space. These Sector Overseers are few in number, and one of the few chosen members to know of the very existence of the Cyclopean, and it's location.
