Conquer the World - Electric Boogaloo

The year: 2017

Dilma Rousseff was forcibly ousted a month prior to the 2016 Olympics. A handful of statesmen with the support of the capitol security forces removed her from power. She is currently awaiting trial. To nobody's great surprise, the Olympics were a total disaster. Rio was unprepared, gang violence scared many people away, the health concern of Zika meant that a few countries pulled out all together, and spectator attendance was at a record low. The local economy has still not recovered from the losses brought on by hosting the Olympics. The IOC has vowed to take a closer look at how they evaluate and select future host cities.

In 2010, a massive tsunami devastated the Southeast Asian coastline, with Thailand suffering the worst of the tsunami. The Chakiri Naruebet, the much maligned air carrier dubbed "the royal yacht" sank with the entire royal family aboard. Oh well. Thailand is now a military junta, and has managed to silence protests without too much trouble. Still, their economy has not quite yet bounced back to pre-tsunami levels.

Iran has collapsed into civil war after a massive leak of documents from private state computers showed that a good majority of the old men in charge watched porn and western media. Executions were numerous. ISIS, or a splinter-cell of ISIS, has sprung up in the Eastern half of the nation to take advantage of the sudden power vacuum. The lines between Sunni and Shia have blurred as the government blames "Western lies and plots" while ISIS and elements of the Revolutionary Guard blame corrupt leaders drunk on power. Fighting has been small-scale so far, but extremely bloody. The UN has stationed a small peacekeeping force in Pakistan out of concern that the ISIS cell may try to obtain a nuclear weapon from Pakistan's arsenal.

Kenya has had contested elections amid a minor economic crisis that threatens to grow larger. Voter fraud is rampant among both sides of the election and it might take years to sort it all out. The opposition demands a new vote, while the incumbent ruler has flat-out denied such an action.

In the US, Ralph Nader (running under the "I'm Not Those Guys" Party) made a surprise comeback, shocking everyone, and is now President. Winona LaDuke is the VP. Al Gore is reportedly very salty.

A Nando's has opened in Lesotho.

An Introduction

A CTW is a forum game based on the idea of taking over the world. Each player will usually start off with a small undeveloped country which they are leader of. The GM assigns these countries (usually stuff like Kazakhstan or Turkmenistan) Each turn you dictate spending and policies to make yourself an empire. Each turn also lasts one year. You can develop new technologies, declare war, conduct diplomacy, secret operations and much much more.

The game has almost no limits and is less complicated than is imagined when you look at some of the extensive rules! You are encouraged to come up with your own military designs. While normally a country might spend 8 years developing something, that won't be the case here. Really complex inventions may take 5 or 6 turns.

While in real life your countries would have absolutely dismal budgets, you will find that your budget sometimes is larger than the GDP of your country IRL. This is a bit silly, but necessary for you guys to advance in any sort of degree to be competitive.

It is important to remember that this game is about expansion, diplomacy, and inventing wild things. The designer of the game made a mega-sub that carried 10,000 troops, and other submarines. You won't go that far off the deep end, but be creative.

Below are the rules of the game, you can learn a lot from playing and watching others take their turns. The GM will also answer any queries you may have. You'll also find wikipedia will contain much of the information you need about your country. worldbank also has some excellent resources.

Rules


Rule 1) The word of the GM is LAW and FINAL!
Rule 2) The GM reserves the right to do anything at any time.

The GM is essentially god in this game, what they say goes. They state whether actions are successful or failures and what the consequences are. They'll supply all the information you need and will often be willing to help with problems if you ask.

The GM will try to keep the game fair, but if you see any big errors then you can point them out to the GM. However, if the GM disagrees with your observation then the matter should be dropped without further arguing. As rules one and two state, the GM's word is final.

If you suspect a GM of being biased against you or any other player, post proof of bias publicly. Minor bias is to be expected though; thus it is good to be nice to the GM, as he
holds your life in his hands. Annoying the GM, whether through messenger, mail, or in game, can be punished by the GM messing up your turns, but he's a dick if he does unless you're really pissing him off.

The GM reserves the right to amend the rules of the game or add rules that were missed in order to make the rules more complete. He will generally do this after he notices someone exploiting a loophole in the rules. When this happens, the person he noticed using the loophole will be allowed to use it as it was not in the rules at the time of that person's posting, but from then on no one can use that loophole (as it is covered by the rules). Do not deliberately make advantage of a loophole or you'll be punished!

One final thing to remember is the time and effort the GM has put into this game so be nice!


Once the game is started, every player has 5 days to post their turn before the GM will check the turns. Depending on the GM's schedule (he has a life too, you know), it may take more than 48 hours for him to check, approve, and post the results of turns. However, once he does, players can expect to have 5 days to post their next turn. Please don’t leave your turn till the last minute!

In regards to missed turns, If you miss a turn only half of the missed turn's budget will be carried over. A GM may choose to remove you from the game if you seem inactive so make sure they know when you're going to post!


Please follow what has become the standard format below. Bad formatting may cause the GM to look unfavourably upon your turn, because it can be a right pain in the bum for the GM to respond to your turn if your turn is an unorganized mess.

The example below is the standard turn structure and is very easy to understand. Its recommended to use spoilers within each of the below headings when listing military units etc. If you do not spoiler your military, your post will take up a massive amount of space in the later turns. The GM does not like that.

As stated above this is not the only allowable structure of writing your turn. However things that are definitely required are:
- Budget
- Population
- Lists of all military equipment


You start with whatever military your country has in real life unless the GM specifies otherwise. Use wikipedia to find out what they have. If wikipedia has nothing then speak to GM to find out where to look.

The recommended size of a military is 0.5% of your population. Using less will benefit your economy, on the whole its advised not to have your military at its maximum. Relative numbers of soldiers, artillery, tanks, etc. are required to be kept at all times and in all turns.

Any specified weapons for your troops will cost $50 Million per weapon category. If you have 6 weapon categories of specificity, you must set aside $300 Million for your weapons. So for example, if you wanted to have the Zastava M21 as your country's main assault rifle, you would put $50 million on that purchase.

Heavily building up your military will cause suspicion with surrounding neighbours. Also, having a huge military isn't always best, a well planned attack can win with far fewer troops than the enemy. Secondly, use common sense. You aren't going to be able to buy F-35s or F-22s, or the latest Sukhoi fighter jet. Countries aren't going to offer their brand new tech for sale except to close allies.


You may launch as many attacks as your military can handle a turn, its best not to overstretch yourself though.

You need to include a warplan for your attack to go ahead. If you do not the invasion will fail to go ahead. A badly made plan will often result in failure so its best to be as detailed as possible. Its best to include a map with small annotations if you can, as well as instructions for your troops. (If you google "Map of [country], lonely planet" you will find good maps to use. Edit them in MS Paint or the Apple equivalent) If you wish to be more detailed, you may use a topographical map if you plan on using the terrain to your advantage,

You should always include a method of getting troops into the country if you are not just crossing your own borders. E.g. assaulting an island should include a statement saying you plan to ship troops in or drop them out of planes etc. You do not have to worry about time taken to get there, to keep the flow going it is instant. You also need to make sure you have sufficient transport to get your troops in if not crossing a border. Defenders can try to prevent troops from arriving. If you don't have amphibious assault craft, or no way to transport your army across the sea, your attack will not happen, and the world will laugh at you.

Remember, the GM will not be a total dickhead about this. If you miss a minor detail they may choose to ignore it and allow your attack to go ahead without any trouble. As stated earlier their word is final. War is fickle, even the best laid plans can go wrong and luck can save badly laid ones.

If a player has initiated battle with another player or native nation, they may continue battle through as many posts as necessary. They may not make any developmental advancement, but may only move or reorganize troops. All military sub turn posts must begin with the name of the player and their country.

Additionally, in order to keep other nations from getting angry at you for invading a country; it is a good idea (but not a requirement) to provide a reason for invading the aforementioned country. The UN may intervene if an attack is seen as unprovoked. Also, other players often like to ruin your plans by coming to the aid of the country you're attacking so watch out! Aggression against your country isn't the only reason, there can be many others, ranging from treaty disputes, to humanitarian crises.

Turns can be edited before a big post if a player declares war after people have posted. They may wish to mobilise units or offer support.

Also, consider the difficulties of passing through other countries airspace/land to attack. They may not always let you.

Defenders have a slight advantage in that they can technically use their entire population to their defence with few negative effects. However, citizens will not generally fight back of their own free will, and there will be high desertion rates if they are commanded to fight, especially if they are not properly equipped and trained.

If a player is under attack and does not defend themselves or post any message about it within 24 hours, then the fight will go on as if the country were an NPC country, however in this situation the defending players troops will not fight at there full strength as they are being ordered around by the generals not the actual leader.

Defenders, like attackers, can make as many posts as necessary to defend themselves with the same rules regarding the start of the post. Support can be sent to a defending nation without taking a turn. If an ally is under attack, you may send troops to his support. You cannot move to support an attacker.

You can appeal to the UN or other powerful nations if you think an attack is completely unjustified and may receive help. This is dependant on what your GM thinks.

Diplomacy is a tool that can be used against both native and occupied nations. The GM will determine the effectiveness of such an action. Repeating an action can produce good results, but in certain situations it can make things worse.

Diplomacy with other player is fine as long as you make any alliances clear to the GM in private. You can betray alliances with players with no consequences except for angering the player themself.

Countries may merge with you if you ask in the right way. You have to give clear reasoning and have a good case as countries don't join your empire for nothing! They may want to fulfill certain goals or you'll have to look impressive and friendly. Often a merged country will be in a dire state and need much work on it. You will have to have very good relations with said country, or do some serious covert ops and bribing for a country to consider merging.

Attacks or defences must be posted as part of your turn with full disclosure of troop numbers and types, equipment numbers and types. These attacks or defences must be written in your turn or military sub-turn. You may however send a secret plan to the GM if you wish to make covert extra actions (special operations only). If a plan is too hard to keep secret the GM may reveal it.

If any special weaponry or tactics are used within battle, it must be mentioned or else it will be assumed that standard technology and tactics were used. Development of technologies, upgrades in weaponry, upgrades in economy, or construction of weaponry must be announced to the GM.

If you spend vast amounts of money on something secretly NPCs will become suspicious and want to know what you are doing. The UN may even intervene if it seems very suspicious and send inspectors.

Actions may be performed by privately messaging the GM, but the GM reserves the right to announce any information to the public.

Clues will be given in the case of secret missions, unless you cover your ass really well.
Secret missions can range from assassinations, to spy missions, to hijackings, to spreading of propaganda, and more.

Be reasonable with your secret actions. Sending insurgency attacks to every nation in Asia is ridiculous. Doing this, or something similar, could result in the disclosure of your actions to the public by the GM (and your disgrace).

You’ll also want to have plans put in place in an attempt to reduce damage by attacks or have plans to prevent assassination. Personal security is a must really.

You are encouraged to invent new things, but you must supply general schematics, costs, and capabilities upon usage. It is up to the GM whether they accept and may be subject to changes or modifications.

You cannot copy inventions made by other players in previous games (unless they offer permission), but you may remake your own. The GM is to judge when cases of copying occur. If an invention or weapon already exists in the real world, it may be used, though a link to its schematics and capabilities are required. If you decide to reverse engineer something, don't make a carbon copy of the technology unless you want to get hit by a lawsuit.

To upgrade an invention, explanation is required for how it was updated and to what effect. Most Cold War era weapon platforms have some upgraded variant. A few minutes of research can save you from figuring out what to do on your own.

When creating a new invention, the first turn you post it, when approving your turn the GM will tell you your ETA. This ETA will go down one per turn.

- Other nations exist, they are controlled by the GM and may effect the world in different ways through alliances and wars.

- Currently existing international alliances and agreements will continue their existence unless they are nullified by the GM. Be careful of who you invade and for what reason, as your doings will effect your diplomatic relations with the rest of the world.

- Keep to international convention such as human rights and the geneva convention. If you don't, the might of the international community could fall on you.

- The GM may cause change the rules depending on who the GM is

- Budget should be spent sensibly as spending it all on military will result in ruination

- Editing your turn is perfectly fine, as long as you do so before the official ending time of the turn and notify the GM of the edit.

- God Modding is serious and will almost always end in an internal disaster in your country. Preferably freak meteor storms.


Domestic Affairs/Economy:
So, we've got a lot of coal, we rank 6th in the world for coal exports. We also export electricity, but still import some. So, announce the construction of a new, 400 MW coal-fired powerplant in Florencia. Construction will begin this year. $380 million

Colombia has a solid industry base, sweet. We even export high-tech products. Expand the weapons manufacturer Indumil to land vehicle systems. Begin construction on a land vehicle factory in Bogota. Also hire some General Dynamics contractors to help design the factory, and train workers on construction techniques. $300 million

So we produce a lot of oil, but can't refine enough, forcing us to import fuels such as gasoline. There are plans for a refinery, so let's begin construction on that new refinery. $400 million

So apparently the trans-caribbean pipeline is under construction. Lets get some additional funding in there, and hire some extra workers (we have 10% unemployment), give them basic training, and get them to work. Maybe we can finish our portion ahead of time. Workers on the pipeline will have the option to receive additional training when the project is finished and work at the refinery that is being built. $150 million

Well, some of the poorest citizens are in resource rich areas. Isn't that interesting. Form the Colombian Mining Authority, a mining company that will hire disadvantaged workers living in resource rich areas. They will be given the proper training needed, meanwhile, lay out the infrastructure for mining operations to mine nickel, gold, and platinum. These materials are used in electronics and manufacturing, so they should be a good money maker. $500 million

Well Education could do much better, especially in elementary levels because the teachers don't know enough to teach. So, we will hire a couple advisors from Finland (Finland ranks very high in education) to help structure the way schools are managed. In addition to that, enact the following reforms:
-Require that teachers go to university for four years, plus one year of graduate school, if they wish to teach in Colombia.
-If universities in Colombia are not enough to meet the education requirements, offer grants to teachers who wish to attend an international university.
-Encourage businesses to provide funding. This will be regulated so say a medical company can give money for a certain area (such as sciences and health education), but cannot stipulate that a school has to use a certain brand, for example.
-Hire counselors and social workers whose job is to help at-risk youth and encourage students to stay in school.
-Provide funding so that schools will have at the very least, computers, modern textbooks, and adequate supplies.

According to Wiki, three quarters of cross-border dry cargo is transported by road. Now we have some terrain issues, so identify the portions that can be paved and graded to help with that terrain issue. Once we do that, start improvements on the easier bits. $180 million

Foreign Relations:
Ecuador - Formally apologise for the previous administration's violation of the Ecuadorian border in a bombing raid on a FARC camp. While the FARC rebels are a serious threat, the new administration does not take to violating borders lightly.

At the same time, quietly, and out of diplomatic channels, launch a more thorough investigation into the National Police's claim that Ecuador is cooperating with FARC. Contact wikileaks and inquire if they have any communications involving FARC. If they do, obtain them, and we will sit on them for now. $20 million

Peru - (I'm not seeing any relations on either page for the two of us, so I assume there aren't any), propose to Peru that we formally establish diplomatic relations and embassies.

Military:
South Korea has been trying to export arms to South American countries, according to wiki, so lets purchase 2 Ulsan class frigates. $480 million (price found here )

Purchase 10 MiG-29S since our current fighter is rather outdated $320 million

Operation Condor:

Lower security and withdraw troops and equipment around a few places that FARC has retaken, some, not all. If they push in the weakened areas, offer resistance, but retreat after. Retreated units will be reinforced by the soldiers that have left. We want to give FARC the appearance that they are doing well. Also have some soldiers who have not been in combat with FARC infiltrate the organization, posing as deserters, or volunteers. These soldiers will be given good backstories, since I assume they will be questioned. Their job is to observe the chain of command and learn what they can about the supply methods and depots FARC uses. Towards the end of the year, they will be recalled and debriefed on what they know. To make it believable, we will "capture" them in a raid.

In the meantime, get some armored patrols and ambushes going along the pipleines. FARC loves to attack the pipelines, wiki says an average of 1 attack every 5 days in 2009. Use our ScanEagles and A-37 Dragonflys to perform recon patrols above the pipelines, so our patrols and ambushes have information on FARC movements. Also put scouts and forward observers in crows nests in trees along possible attack routes.

Have special forces teams perform recon on the villages recently taken by FARC, find out the chain of command, when supply deliveries are made, and troop movements. They will use their RQ-11 Ravens for observation.

Perform long range recon missions with the Broncos.

This game was created by Trollbrain, and developed over time and through experience by everyone else. Even so, Trollbrain deserves much of the blame for everything that goes wrong. Give Trollbrain money.

The rules are subject to change. If you have a dispute with any rule, please ask the GM in a calm and polite manner.

In this CTW the countries you'll receive are somewhat... awful, in a word. This means that you'll need all of your intellect and tactical ability to ascend and conquer the world. The nature of this game favors cunning in your relations with bigger countries, as well as with the improvements that you choose to make. Getting your country into less deep poop should be your first priority in most cases. Then, then, my dictators, you may conquer the world!

This CTW is being co-GMed by The Kyzer, myself, and Galavant. We will further explain how GMing will work once countries are handed out. One thing to note is that the GM's will also be heading up the 'Actions' for The UNSC, and will be reading and actioning one another actions. When you're posting your intention to join, include a color and a number from 1 to 5. (We will add more spots if the game becomes popular enough.) Let's get started!

Domestic Affairs/Economy:

We have oil and are one of the poorest nations on earth. What the hell. Quietly form (with international assistance, see foreign relations) an anti-corruption taskforce. For now we will be vetting candidates and instructing them on the investigative techniques involved in anti-corruption. $25 million

Education – Holy cow. Ok. Attendance is really low. This is unsurprising since the majority of our population are farmers, and they need the help. There's also the cultural preferences, etc. Time to enact some reforms. The school year will be 9 months long, with a month-and-a-half break in the beginning of the year and the end of the year for planting and harvesting seasons.

As far as religion in public schools go, it will not be taught. Students can study portions of religious texts (Creation stories, for example), but public schooling will not be Christian or Islamic in nature. Private institutions are free to have a religious focus, of course. Arabic, French, and English will all be offered beginning in primary school (younger minds learn a foreign language easier).

Modern equipment, textbooks, and computers (where there's electricity) will be bought for public schools. Each school should have guidance counselors to help students who are struggling or at risk of dropping out. Offer scholarships based on financial need for students who want to go on to trade school or university.

Require that educators take 4-6 hours of Continuing Education seminars each year, these can be offered at Ecole Normale Supérieure, and Université du Tchad. These seminars can be about classroom education/management techniques, technology in the classroom, or a subject directly relating to the topics that the educator in question teaches.

Build new schools where communities don't have any within a reasonable distance, offer bus services for students that have to walk more than a half mile to school. $1 billion

Literacy – Aggressively combat illiteracy. Build libraries, offer reading classes with a special focus on parent-child programs. Advertise this as a family bonding time, and a good way to get parents interested and involved in their kid’s education. We also have some exiled authors, invite them back and ask their help in combating illiteracy. $150 million

Infrastructure – This will be a massive program. We only have 500km of paved roads, and not even all the roads in the capitol are paved. Focus on major links between towns first, then inside cities. Build two asphault plants, one in Batha, the other in Kanem, to support this project. Expand Moundou Airport to serve as a regional hub for passenger and cargo air traffic (each will have a separate terminal building). Also focus on laying water pipelines, and creating basic sanitation networks for towns. $1.5 billion

Healthcare – Create mobile clinics, basically, trained nurse staff that travel around the country with support vehicles (and security). They will have basic medical supplies such as bandages, disinfectants, water treatment pills, and antibiotics. They should also offer education on basic sanitation and water safety. Ask the WHO and IRC to help educate and supply the mobile clinics. $70 million

Industry - Begin construction of an oil refinery in the Borku region, and one in the Moyen-Chari region. $200 million
Re-open oil fields in the Kanem region, possibly with French assistance. $200 million

Energy - So...Yeah. We produce 29MW of power. We're going to need more. Begin construction of two, 200MW coal-fired plants, one in central Chad, the other in the South. Also lay out the required power grid infrastructure for this. $750 million

Refugees – We have a lot of refugees from Darfur. Let’s offer to put them to work on our infrastructure programs, offer them a route to citizenship if they work hard and behave themselves. Fast-track refugees who have STEM or education backgrounds, get those individuals involved in our education and literacy campaign programs. $100 million

Police - Ask France to help supplement our police force's procedures and training so that they are a competent, responsible, modern police force. Provide funds for improving police facilities such as stations, local jails, buying them modern communications equipment. Buy them 35 Ram-2000 police/swat package. $53.15 million

Lake Chad - Work with the Lake Chad Basin Commission to do an extensive soil sampling and analysis of the coastline around Lake Chad to determine the extent and rate of desertification, classify the soil regions around the lake, and formulate a restoration plan to fight desertification (what areas would need topsoil tilled in, what plants would suit specific soil conditions). $20 million

Agriculture - This ties into our education problem, a little. Offer (free) seminars to farmers on how to grow efficiently with mechanized equipment, and efficient water usage. Offer subsidies to subsistence farmers to buy basic mechanized farming equipment and fertilizer, larger subsidies to farmers that want to grow on a commercial scale, provided they attend further (free) seminars. We're not saying they don't know how to farm, but farming on a commercial scale is different, and we want them to be as best prepared as possible. $500 million

Legal Reform -
Increase the punishments for ethnic and religiously motivated violence. Chad has enough trouble without people killing each other over which bible they use. Also announce that I will be meeting separately and later in the year, bilaterally, with Christian and Muslim religious/community leaders in order to see what can be done to foster communication, understanding, and level-headedness between our two different religious groups, and to dispel myths/misunderstandings people may have about each other. For example there was an ugly rumor a while back about a particularly evil terrorist group that reportedly cannibalized Muslims. Normal people don't do that.

Declare the shoreline and the immediate surrounding area of Lake Chad off-limits to herd grazing. Desertification is quickly becoming a large problem and if we don't take measures to stop it, the land will be unusable anyway. This way, it isn't permanent. For herders that relied on that land, we will work out something with government owned land. We will also partner with local farmers, and suggest they allow herders to use fields being left fallow. This way, unused land generates a small income, and animal manure will fertilize the land some.



Foreign relations:

France – Hey buddy. You may have noticed we have education and corruption problems. They may go hand-in-hand. We’d like your help in improving our education system and combating illiteracy. We’re launching several programs to this effect and would like French assistance in structuring them as effectively and efficiently as possible.

Ask for French assistance in building our oil refineries and fields. (As far as the fields go, there was an operation there in the 80s but was scared away by violence. The rigs should still be there, so it might just be a matter of minor repairs/updating equipment rather than building a whole new system). Propose a 70/30 split Chad/France in profits.

Finally, we have large-scale civil engineering projects planned. We would really appreciate assistance from French civil-engineering experts in this.

Central African Republic: – Withdraw whatever officials we may have, issue an official travel advisory to our citizens against travel there due to ongoing conflict, and step up border patrols. Quietly talk to Séléka leader Michel Djotodia about the possibility of Chadian military intervention, and how many men they can field if it means bringing an end to the ethnic and religious violence. Also ask about his willingness to agree to a truce between Séléka and the Christian militias, if it could be enforced.

Transparency International – Ask for their help in establishing a TI chapter in Chad, evaluating the level of corruption in federal and local government, and formulating a path to reducing corruption. Also, please help us vet and evaluate prospective employees for an anti-corruption taskforce.

International Anti-Corruption Academy – We’d like you to develop a tailored course for Chad. You can work with Transparency International to create an effective education plan. $3 million

Lake Chad Basin Commission, Democratic Republic of the Congo, Central African Republic, World Bank - Lake Chad is dying. Nobody disputes this. The people that have lived along Lake Chad most their lives can give a chilling first-hand account at how swiftly the lake has retreated. The nations that comprise the Basin Commission all rely on the Lake in one way or another. It is our life, and our only major source of water. Yet if our nations are to grow, if we want to progress, if we want our 30 million citizens that rely on Lake Chad to be more than subsistence farmers with little irrigation or reliable access to safe fresh water, we have to act. If we want to prevent extinctions of the species that depend on the lake, we must act.

The UN Food and Agricultural Organization has called the lake's shrinking "an ecological catastrophe". We've all agreed that a river must be diverted to replenish Lake Chad. The World Bank and Nigeria have agreed to put a combined total of $18 million into the project. I propose that we collectively break ground on the canals next year. If we split the costs and add our collective capabilities, the project will go smoothly. 60 miles of canal is certainly doable.

Our military is actually decently equipped. Let's make some purchases to fully round-out our capabilities.

GOVERNMENT REORGANIZATION
The "Co-operative" in the official name of the country will be dropped to reflect Guyana's current status, and put some distance between us and the Socialists of a radically different flavor on our western border. Not to mention not wanting to appear overtly in favor of any particular side in the political troubles of far strong southern neighbor. From this day forward we are simply the Republic of Guyana.

In general, our first step is a modernization of the government. Time to step out of the early 90's, and into the 21st Century.
The Ministries are being consolidated, and reorganized in order to better serve the needs of a modern Guyana.

In sum $250,000,000 will be spent on this reorganization.


LAW ENFORCEMENT
The Law Enforcement arm of Guyana is also being reorganized, and will be fall under the purview of the Ministry of Emergency Response. Law Enforcement will be split into three branches
  • The Guyana Regional Guard (serves rural communities)
  • The Guyana Civil Guard (serves towns with a population of 2500 or more)
  • The Guyana Coast Guard (will inherit some responsibilities of Military version)

A recruitment drive will be undertaken to bring total police numbers up to 3,700 (roughly 1 for every 200 people)
A new training facility will be established at Seweyo in order to better train future generations
Existing facilities will be renovated, and expanded, like the above work on administrative facilities.
New stations will be established further out in the wilderness in order to allow the Regional Guard to actually service the areas it operates in.
An additional $250,000,000 will be spent on this

New equipment is as follows
  • 500 Ford Crown Victoria Police Interceptor's to be purchased from Law Enforcement agencies abroad that are currently phasing it out, and refurbished for use. At (roughly) $7,000 a unit that's a total of 3,500,000
  • 200 Land Rover Wolfs, which are currently being phased out by the British Army. At roughly $100,000 per a unit, the purchase is a total of $20,000,000
  • 10 Jurmo-class landing craft for $1,590,000 a unit, for a total of $15,900,000
  • 4,000 Browning Hi-Power Pistols, spare parts, and ammunition call it $1200 per a unit, total $4,800,000
  • 500 FN FNC's, spare parts, and ammunition for 4,500 per a unit, total $2,250,000
For a total of $46,450,000
Which we're going to round up to $50,000,000 because lol I'm not doing all that math at the end. We'll say the rest covers misc. gear like communications, and handcuffs, and whatnot.


FIREFIGHTING
Firefighting is likewise being reorganized under the Ministry of Emergency Response. $200,000,000 will be spent expanding the professional firefighting force to 7,300. Recruiting, training, expanding facilities, purchasing new equipment, supplies etc...Basically the same as above, but no notable equipment like guns or landing craft. Volunteer firefighting efforts will also be established. If the expertise/facilities to train personnel do not exist within Guyana they will be sought out in the wider CARICOM.

EMERGENCY MEDICAL RESPONSE
Emergency medical services are likewise being reorganized under the Ministry of Emergency Response. $250,000,000 will be spent expanding the professional firefighting force to 11,000. Recruiting, training, expanding facilities, purchasing new equipment, supplies etc...Basically the same as above, but no notable equipment like guns or landing craft. If the expertise/facilities to train personnel do not exist within Guyana they will be sought out in the wider CARICOM.

DISASTER RELIEF
In order to respond to natural disasters within Guyana, the Ministry of Emergency Response will be putting together a Disaster Relief Task Force. $250,000,000 will be spent to put it together and lay the groundwork of infrastructure for the Task Force. 2,000 dedicated personnel will be recruited, and trained for this purpose, along with volunteer initiatives. If the expertise/facilities to train personnel do not exist within Guyana they will be sought out in the wider CARICOM. Emergency relief supplies, and storage facilities, will also be purchased, along with equipment.

INFRASTRUCTURE
Guyana will be spending $1 Billion to revitalize the Demerara River region. The project will take place over the course of the first 245 km stretch of the river that is generally navigable without interruption. Blockages to shipping will be removed, river ports established in every town on its bank with a population greater than 1,000 (varying in size according to population after that of course), or in the case of those already with one, they will be revitalized and modernized. The road system along the river will likewise be improved to a two lane paved road on either side.

On the issue of power generation another $1 Billion will be spent on two different projects. A quarter of it will be spent to implement existing plans to develop wind energy in the rural areas of the country, as well as the existing project to expand small scale solar power for indoor lighting. The larger portion of the money will be spent on laying the groundwork for the 100MW Amaila Falls Hydroelectric Project.

Another $1 Billion will be spent on the first stage of port construction in Anna Regina. Georgetown doesn't have the room for the expansion, nor would it be prudent to muck up all the tourist attraction stuff, and Anna Regina is better position to serve as the primary port of the country anyway.


HEALTH
$330,000,000 will be spent on mosquito elimination efforts. Nothing high-tech, but using some of the new, low cost, methods that have been developed specifically for these parts of the world, and education efforts on the risks posed by large mosquito populations, and how to prevent them from biting the ever loving shit out of you.

Economy $950 million
TOURISM
$250,000,000 will be spent on an advertising campaign aimed at Canada and the United States. Compared to a lot of our neighbors, Guyana doesn't have as many problems in the form of armed rebels taking rich tourists hostage, already have well developed ecotourism spots, and as another majority English speaking country, there won't be those miscommunication problems you get when you visit other South American nations.

$200,000,000 will be spent on a cleanup of Georgetown, and general improvement of city infrastructure.


SUGAR
$250,000,000 will spent revitalizing the sugar industry. Primarily this will be in the form of adopting modern growing practices, new equipment, and updating the mills.

TRANSPORTATION
$250,000,000 will be spent stimulating riverine transport services.

Foreign Relations

SURINAME
Guyana proposes to put an end to the border disputes between our two nations once and for all. In exchange for recognizing the current situation along the bulk of the border, Guyana will formally cede all claims to the New River Triangle. We'd also ask that the issue of sovereignty over the river Courantyne be revisited in order to simplify the matter. We'd ask that sovereignty over the river be split on the principle of equidistance. This is already the case when it comes to economic rights on the river, and it'd certainly simplify matters, but agreement on this is not required to resolve the previously mentioned New River Triangle issue.

Military $550 million

GUYANA DEFENSE FORCE CURRENT COMPOSITION
The Guyana Defense Force is being reorganized under the Ministry of Defense. Instead of an Air Corps, and a Naval Corps attached to the Army, these portions will be spun off into their section, and each will form a component of the GDF. 95,000,000 will be spent to manage the reorganization, staffing, and possible retraining that might be required.

Domestic Affairs:
Burma, Not Myanmar - A major issue with the Myanmar state was the oppression of the Rohingya people as well as other minorities. It was begun officially by General Ne Win of the Old Myanmar regimes and it will be brought down by us, the government of the new Burma. The Myanmar nationality law is repealed and all of those people who have lived in Burma (formerly known as Myanmar) for at least 20 years or is the child or grandchild of someone who has are now eligible for citizenship. The Rohingya displacement/internment camps are to be closed and its citizens released. All those living within them (roughly 100,000 people) are to immediately be offered not only citizenship but also recompense of $1,000 (U.S.). A system to aid with housing, employment, and other needs is to be established called the Burmese Bureau for Betterment. At the same time, we're going to have a series of carefully supervised meetings between Rohingya Muslims and Rakhine Buddhists in order to establish peaceful, or at least civil, relations with one another. Security is to be provided Burma's own military using soldiers and officers that have been carefully screened to avoid possible inflammation of tensions (like some fuckin' terrorists).

Cost: $1.29 Billion

Human Rights Trials - Riding high on public opinion by making the former military government look like fucking villains, we'll start a series of tribunals to expose former military government officials. This is the official story and it is truly something that our people and the world need to see. Unofficially, this is effectively a witch hunt to usurp the corrupt old officials who have an effective stranglehold over our economy. While we can't really imprison such dirty lowlifes, we can levy heavy tax fines on them.

Cost: $500 Million

Nationalization of Natural Resources and Trading - While we roast the former-Myanmar-jackasses that ruined our country, we're going to nationalize all of our mining operations. We will give the current owners the opportunity to be $500 Million over the course of the next five years as well as buying up all of the stock first before passing harsh restrictions on gems, oil, and natural gas trade that doesn't have an official Burmese stamp of approval.

Not only does this help to get us off of the Human Rights Watch's shitlist (or at least begins the process), it allows for better control of our major national income not to mention that this, combined with the Human Rights Trials, will effectively declaw my political opposition.

Cost: $2.5 Billion

Geothermal Power - Let's be honest: Powering a nation of over 51 million people isn't easy, but it should be. The Myanmar Engineering Society (which is in the process of changing its name to the Burma Engineering Society) has identified 39 (yeah, 39) spots capable of geothermal power production. As such, we're going to begin building 39 geothermal power plants. Simple as that. We'll bring on foreign advisors and put special focus on hiring Burmese laborers (especially Rohingya and other minorities) as much as possible.

Cost: $1 Billion (to start)

Foreign Affairs:

Appeal to Red Cross - To aid with recovering Burmese refugees from other countries and certifying that things are safe for them.

Appeal to United Nations - Same as Red Cross.

Trade Relations - Approach European Union and U.S. representatives about relaxing and/or removing any trade embargoes and sanctions against Burma pending new reforms. Subtly suggest possibility of Preferred Nation/Organization Status for EU and/or U.S. (especially oil).

India - Have a President-to-President meeting with India. Discuss possible Thai aggression in the Southeast Region and an alliance to stop it. Imply that China is using Thailand to assert control over the Southeast (in direct opposition to India's Look East Policy).

Thailand - Offer assistance with rebuilding to Thai companies across the board on the down-low via buying into the companies. If Thai government asks about it, tell them that we Southeast Asian countries gotta stick together.

Military Affairs:

End License to Rape - No raping people. Ever. Anyone caught raping will get the shit kicked out of them and then put in prison (where they will likely be raped). Remember soldiers: You can kill a dude, but don't rape his damn family.

Child Soldiers - Return all child soldiers to their families. If no families can be found, the children may be placed in new military-funded specialized private schools. They'll be taught well and should grow up to be honest responsible citizens (and/or the new faces of our military if they so choose). Again, make sure the world knows about this and sees it. Building up Bolivia: Bolivia must focus on utilizing the assets at hand in order to create a better future for itself. One of the first acts being a subsidy for the Farmers of Bolivia and for the education of Indigenous peoples of Bolivia. The joint bill seeks to create schools which employee teachers both from local bolivia and from around the world to help increase bolivia's public education, as well as retooling old schools to better serve the community by remaking them into trade schools. It also increases the amount of money famers have in return for selling their crops, paid for by the bolivian government and tax-payer, with an emphasis on growing fruits and vegetables to help sustain and feed bolivia's people, as well as looking into sustainable and seasonal crops. Finally, an additional focus is placed on maintaining, building, and work with local leaders within bolivia in planning Roads, Electrical systems, and Clean Plumbing and Water, with an additional focus on creating a freeway capable of traversing the mountainous regions of the country quickly and easily. It is said to be a massive plan, and draws a large amount of money set aside to "Create a Bolivia that every Man, Woman, and Child, may be proud of". It is imperative that locals be hired for the construction of these products, receiving minimum wage for their jobs.

Budget: 700 Million Dollars

Using What's There: Bolivia has access to both Gas and Oil reserves, but cannot properly export them. So, a focus is placed on developing the necessary refineries needed to process natural gas and oil into fuel and power to be used for powering Bolivia. The creation of these places and employment of these facilities are ordered to be mixed, with an emphasis on seeking indigenous people to be employed in the construction. Discrimination has been a problem for a long time, and now, is an opportunity to see it diminished, and raise the indigenous people through hard work and wages.

The Future of Warfare: Bolivia has a vast landscape, but a dense jungle surrounds the environment and makes traditional land operations difficult. As such, the military bases of Bolivia are to be retooled to be better suited to house Aircraft and All Terrain Vehicles in order to be of better use to the country.

Presidential Guard: After the deaths of the President, additional security is required to ensure the safety of officials to these position. As such, a new military unit comprised of elite soldiers, trained to be loyal to the Office of the President of Bolivia is sought to be formed. Trainers from various countries such as the United States, Russia, and Israel, are sought to be hired to train these plain-clothed soldiers, and they are to be recognized as taking priority over that of the Military and Local Police in matters regarding the Presidency Protection and Criminal Prosecution.

He chewed with disconcerting expressiveness (think of a toothless cow sucking the fat off some DELICIOUS NANDO'S WINGS)

Domestic Affairs/Economy:

There are over 100,000 sex workers estimated to offer their services in Cambodia, illegally, and in horrid conditions unbefitting of the standards Cambodia must hold itself to in this new future. After much deliberation with the Cambodian Parliament, the decision to legalize, and therefore allow the government to better control prostitution, has been entered into law. Well-marked locations and buildings in urban centers, standards that business owners and those offering their services must adhere to, and taxation on the practice (providing the government with a potential new source of revenue for funding) will be provided and subsequently enforced. Fully aware of the controversial implications this might have with the devoutly Theravada Buddhist population, I myself, and regional politicians enlisted with a bit of “incentive,” will give speeches detailing the benefits of the plan and how it is projected to control prostitution and related crime, rather than give it free reign, in order to bring as many citizens as possible on board with the new plan. The subsequent rout of prostitution operations that refuse to fall in line with the new regulations will be spearheaded by the Royal Gendarmerie of Cambodia, a paramilitary police force 10,000 strong. Monies discovered will be confiscated for the national government. 500 million.

In the same vein, we will allocate efforts to root out corruption and human rights abuses in the judicial system. People being whipped, beaten, and tortured in jails, while murderers can pay off judges to walk away scot-free, are conditions that simply will not be tolerated. A further 500 million and aid from the Royal Gendarmerie will be requisitioned to combat corruption and make prisons and sentences more humane.

While other ethnic groups have integrated relatively well into Cambodia, the Khmer Loeu, disparate tribes of multiple ethnicities numbering around 150,000, have yet to be treated fairly. Though progress has been made in the past, further relations with the Khmer Loeu will be undertaken to stabilize the regions they occupy, as well as provide them resources with which to integrate and industrialize with the rest of Cambodia. 100 million.

Cambodia’s main industry is in textiles, providing cheaply-made materials such as cotton, silk, wools, clothing and other goods to companies, which in turn tap into lucrative markets of American pigs and snooty testosterone-deficient Europeans abroad. We will invite foreign companies to build industrial bases in Cambodia to capitalize on this further and allow for an increase in unskilled jobs that can be taken up by our impoverished people and help rebuild our economy from the ground up. In the same vein, we will also provide resources for local Cambodian businesses to expand and grow to support the economic future in mind. 1 billion

The tourism industry is decently strong in Cambodia, due to such attractions as our national reserves, wildlife and Angkor Wat, but we will attempt to make it stronger through increased advertisements online and TV in Europe and the US. Touting the safety and exotic experience Cambodia can offer will be the two major selling points. Some new hotels and attractions will be funded in Phnom Penh and our coastal cities, providing more jobs for our citizenry. 300 million.

Disaster relief will be allocated to our coastline and however far inland significant damage has occurred due to the recent typhoon. To keep the population from losing fish, its primary source of protein, Cambodia will provide fishermen with the financial resources necessary to get businesses back up and running, as well as incentives for new business owners to take to the seas. 500 million.

A further 300 million will be invested in our education system, utilizing the advice of the French advisors we requisitioned to help bring more children into schools and keep them there, providing lunches for the impoverished.

Finally, we realize that our infrastructure is in desperate need of repair, as our former corrupt government and the actions of the Khmer Rouge in the past have practically destroyed it. Infrastructure improvement will therefore be pursued as a public work project to get more Cambodians employed, with the construction of roads and a public transit bussing system. 500 million.


Foreign Relations:

Thailand: We will send an envoy to welcome the new junta regime of Thailand heartily, and propose mutually beneficial trading agreements to strengthen our nations’ economies.

Southeastern Asian Nations surrounding Cambodia: This includes Vietnam, Thailand, Laos, the player-controlled state of Burma (@The Kyzer), and Malaysia. While recognizing that our cultural differences are major, play up and proclaim our similarities, and send a widespread appeal for economic, developmental, and ideological unity within the Indochinese Peninsula, promising a powerful future should we work as one.

Laos & Vietnam: Remind Laos that its hydroelectric development near Cambodia’s Tonle Sap Lake will affect the fish supplies of Vietnam and Cambodia adversely and greatly, and offer to bring all three nations to the table to discuss a possible alternative that will be less damaging for all involved.

United Nations: As a member nation, we will ask for whatever disaster relief they can provide for our coastal towns and cities. We will make it a point to remind them that we are already picking up the majority of the bill, and that the new Cambodian regime is beginning to undergo substantial democratic and human rights reforms. Also ask for a general grant to help bring the Cambodian people out of the widespread hunger and poverty that has plagued them for so long.

France: Hearkening back to Cambodia’s colonial days, call upon for industrial, bureaucratic, and educational advisors, repaying their assistance if given handsomely.

Plans: We will not make any extensive reform here, but we will attempt to sell redundant standard-issue weapons to standardize our military’s armaments to make training easier and less costly, and begin the process of demobilizing some of our standing military. Domestic Affairs/Economy -
Education: Zambian schools are chronically under-resourced and educational standards are extremely low. That ain’t cool. Time to modernize the educational of environment for children in Zambia. New(ish) computers, books, and supplies. Teachers will be required to take at least one 40 hour week of continuing education a year, paid for by the government. Let's ask our friends Finland and South Korea, who have some of the highest education standards in the world, to help train our teachers to better the education children of Zambia recieve.
Budget: $750 Million

Infrastructure: Looks like our roads are in terrible repair, not counting the ones in and around our Capital. Also, our unemployment and poverty rates are way too high, with 78% and 53% living in poverty in rural and urban areas respectively. Let’s get two birds with one stone with this. We will begin what will probably be a many year process of revitalizing Zambia’s roadways, repaving many kilometers of roadway and employing many at above minimum wage.
Budget: $1.5 Billion

Healthcare: While we have many hospitals in urban areas, rural areas still suffer from the lack of healthcare. We will create some mobile clinics to help the worse off areas, staffed by trained nurses and security, and stocked with basic medical supplies. Also, Zambia has a bit of an HIV/AIDs problem. While the HIV/AIDs rates are going down, we will still make efforts to combat it. We will begin giving free seminars on HIV/AIDs and how it spreads, as well as steps that citizens can take to prevent contraction using protection and avoiding hazardous bodily fluids.
Budget: $100 Million

Energy: It appears we have a 650Mw energy deficit in Zambia, requiring us to import electricity. We have to do something about that. Begin the construction of two 200Mw Solar farms. This will create jobs as well as provide more energy, cutting into Zambia’s current energy deficit.
Budget: $1 Billion

Agriculture: 78% of our rural citizens live in poverty as subsistence farmers. Not cool. Subsidize subsistence farmers, allowing them to purchase mechanized farming equipment and fertilizer. This should increase their output, allowing them to break the poverty line.

Anyway, here's your country, info, and backstory:

You've just been sworn in as the new President after defeating your rival soundly by shedding some light on his rather questionable political funding. Your countrymen are hopeful that you'll clean up the government, but it's looking to be a tough slog. Corruption from prior regimes has effectively crippled your government and economy while a serious Dengue fever outbreak is sweeping in from Haiti. Such injustices have inflamed your younger citizens as the unemployment rate climbs to 40%.

CTW - Turn 2 - 2018

It is an interesting day in the world, Brazil is sliding further into economic depression as earlier reports of Dilma Rousseff's economic mismanagement were actually underreported. Iran continues to face problems with their ISIS splinter. ISIS has seized control of several towns along major routes, and beaten back an attempt to retake them by the Republican Guard. Iran has focused on fortifying and controlling oil fields and ports along the coast.

Chad Turn 1
Anti-corruption task force starts well, 1 turn for training until their skills can be applied to solving the crippling corruption problem that Chad faces

Education- mostly starts well, but the issue of corruption soon comes up. Certain schools, and building projects for schools, are getting more resources devoted to them. These are primarily in areas that were already (comparatively) well off, leaving the majority of Chad still facing issues. Still new schools are being built in the more remote regions, and more resources are getting to them than were before. 4 turns for schools to finish being built and resources getting to them due to corruption.

The call for religious tolerances goes much better. Chad on the whole is home to more tolerant branches of various faiths, and there's little problem with this change among most. Only the most hardcore outliers decry the secularization of education, but most are satisfied as long as private schooling is allowed to continue teaching with religious themes.

Continuing Education seminars offered at University likewise go over well, but attendance is limited as many from further out in the country can't take the time to visit.

Literacy- suffering from the same corruption problem as above, 4 turns for libraries to be finished due to said corruption. Authors welcomed back, providing a boost to writing output which is sure to have a good effect both within the country, and on the international stage.

Infrastructure-Also suffers from corruption issues leading to siphoning of funds and resources. 6 turns for completion of everything except the airport and asphalt plants which will take 4 turns.

Industry- construction started, 8 turns to completion due to lack of infrastructure for bringing in heavy equipment, personnel, and resources. Once the roads are finished things should go faster.

Healthcare- mobile clinics training and gathering of resources started. Working with international groups helps to speed up the process, 1 turn until completion.

Energy- construction started, 8 turns to completion due to lack of infrastructure for bringing in heavy equipment, personnel, and resources.

Refugees- This ends up being a total fiasco. Chad simply doesn't have the manpower to do in depth background checks, and once the refugees find out that having a STEM background aids in getting citizenship and employment, Chad finds that a great deal more refugees claim to have this as a background. For the majority, the plan to use them for infrastructure projects also don't work out well, them being refugees in camps that have a hard time maintaining even the most basic of supplies.. The military is also unhappy about it, as it cuts into their recruitment of child soldiers. At the end of the day, a few capable people are gained for projects, but by and large it was 100 million down the drain.

Police- Partnering with France works well for this. Equipment purchased, 2 turns for facility improvement, and training.

Lake Chad- This goes rather well, and relatively quickly. The plans that come back are generally the same as ones already thought up, but more accurate information on the area will certainly contribute to success.

Agriculture- The program is a bit of mixed bag. In areas where farmers can make it to the seminars, things go well. Getting to the seminars proves to be a problem for a great deal however, as few can afford to take time away from their land, especially on the Sudanese border where threats of violence keep them still.

Legal Form- all good. The biggest problem is a small scandal with a group of herders who declare a portion of the shore of Lake Chad to belong to them, and mostly frighten away locals for a few weeks until they realize that nobody's interested, and they go home.

France- says yes to everything, on the condition you stop the child soldier thing.

CAR- Withdrawal done, citizens advised, border patrol stepped up. Djotodia asks that you call Seleka,The Popular Front for the Rebirth of Central African Republic, since that's what they're going by these days. He says that they'd need at least 50,000 troops to counter the government and their foreign backers, as well as the Anti-balaka. He also says that he's perfectly willing to work with some Christian militias, such as the Lords Resistance Army, but that it would be impossible to establish any kind of peace with the Anti-balaka groups at this stage.

Transparency International- TI agrees to do all the things

International Anti-Corruption Academy- Agrees to develop the course, and to the education thing with TI.

Lake Chad Basin Commission- Everyone agrees this should be done. Of course the CAR and the DRC don't don't actually have the power to do it at the moment, but they agree all the same. They suggest putting off the building until there isn't a massive active conflict zone running through the area.

Military- Purchases done, studies undertaken but there isn't much to learn that wasn't already known. The importance of leadership and training are highlighted, as well as the difficulty that unconventional forces face when they come up against a conventional force with both of these in the field.


New Budget: 5.2 billion

All done without problem, but you notice that KFC operations in the country have grown suspiciously quiet, and that across the border there is an increase in movement of vehicles with the Colonel's face plastered on the side.

Education- Money spent, Finland and SK agrees, things go off as planned. 4 Turns for completion.

Infrastructure- Project started, but those people are going to be out of work as soon as the roads are done. 2 Turns to completion.

Healthcare- Money spent,

Energy- Construction started, 4 turns to completion.

Agriculture- Subsidies provided, but increased output does not lead farmers out of poverty. Rather a negative price spiral ensues with the price of food going down, forcing farmers to sell more in order to break even.

National Debt- Money paid

Military- Money spent, training underway. 2 Turns for training to take effect.
US declines however, on the basis that there's no serious threat posed to Zambia by ISIS and that they must spend their money more carefully on countries that are directly effected by the terrorist group.

New Budget: 5.5 Billion



The Kyzer - Burma
Budget: $6.6 billion

You change the nation's name to Burma. Rohingya re-integration is a slow process, the BBB helps, but it will be another year before it's fully effective. There are some tensions amongst the population, especially those who supported the old regime. Still, meeting with the disparate parties is helping.

The trials are popular and even welcomed by the world. Corrupt old officials not currently under trial flee to Thailand when they realize what is happening.

Nationalization stuff done, you're not quite off the HRW's list, but it's helping.

The Red Cross agrees to help, so does the UN as they're particulrly interested in making sure things are done right.

The EU and US relax some of the trade restrictions on food and machinery.

India says it's something worth keeping an eye on, but so is the situation near Pakistan.

Government Reoganization: Your country no longer support Co-op gameplay. Not a single South American country cares, but the U.S.'s Fox Network lauds the action against the Commie long hairs for some reason.

Ministry Musical Chairs is complete. Facilities renovated. Survey shows that happiness levels of government personnel increased by 27%. Students from Georgetown University (Guyana) train your elderly clerical staff in the ways of modernity.

THE LAW: Police forces reorganized. Police forces bolstered to 3,700 but it will take a couple of years for the new recruits to be considered ready for action. All purchases approved and new facilities built. Older facilities are renovated but many note that they are relics that deserve demolition more than renovation. A few are actually flagged as fire hazards.

Fire Brigade: Firefighting forces reorganized and bolstered with new recruits to 7,300. Volunteer firefighters are recruited and new facilities, gear, and supplies are purchased.

Disaster Relief: 2,000 dedicated Disaster Dudes are recruited and trained along with 500 volunteers. Supplies and equipment are stockpiled and stored in new facilities.

DEMERARA RIVER REVITALIZATION: Work is begun. Turns Required: 2

Health: Mosquito population reduced drastically as you catch them in larval stages in the early spring. Massive programs to distribute mosquito nets and bugspray with deet are established. Malaria cases drop by 50% with even more expected the following year if funding is continued.

Economy:

TOURISM: Canadians and some Americans flock to Guyana as you proudly proclaim your lack of rebels, drug cartels, or religious extremists. Several Quebecers bitch incessantly that they prefer to speak French, but no one really cares.

SUGAR: Some new equipment is purchased and mills updated, but it's going to be a bit of a process to get some of the older farmers to switch to new methods.

TRANSPORTATION: People like riding boats down rivers. They'll like it even more once you finish work on the Demerara.

Foreign Relations:

Suriname: The Surinamese Government leaps at your offer and agrees unilaterally within a week. This eases tensions between your countries and within Suriname overnight as Surinamese generals suddenly have nothing to warmonger about. The Courantyne River Agreement is approved as well as the Surinamese President pushes it through the National Assembly following the New River Triangle settlement.

Military: Military reorganization completed, but retraining is going to take a bit. New bases are built though your military leaders remind you that they are rather basic and/or temporary facilities and any further growth will require further updates.

New Budget: $8.5 Billion

Supporting Your Friends: Police paid better. Smuggling is targeted by your police force but it will be a while before any real impact is made with this kind of budget. Still, it's good for your people to see you trying to cut down on such illicit trades.

Supporting Your Other "Friends" aka Being a Dirty and Corrupt ******: Local drug trade blooms as your police force turns a blind eye to it on a massive scale. Your people blame foreigners for drug issues while many assert that local drug cartels are merely smuggling their goods out of Bolivia.

Building Bolivia: You have made many farmers happy, so at least you have that going for you. A possible downside (or maybe not for you) is that many of the drug cartels have somehow weaseled their way into getting some of the farming subsidies. Corruption is clearly running rampant already.

Your infrastructure, however, is in its fledgling stages at best and your people are skeptical as to whether it will happen or not.

Using What's There: Your people rally to build refineries for the power plants you're going to build eventually, but your number of skilled engineers, architexts, and other labor is rather...lacking. On the plus side, many people are returning to school to learn such skills!

Future of Warfare: Airstrips and specialized motor pools are built to serve aircraft and All-Terrain vehicles.

Presidential Guard: PG formed and are being trained by foreigners. Some of your military and police officials are a bit perturbed by the precedents you're setting, but they wisely keep their mouths shut.
