Domestic Affairs/Economy:

We have oil and are one of the poorest nations on earth. What the hell. Quietly form (with international assistance, see foreign relations) an anti-corruption taskforce. For now we will be vetting candidates and instructing them on the investigative techniques involved in anti-corruption. $25 million

Education – Holy cow. Ok. Attendance is really low. This is unsurprising since the majority of our population are farmers, and they need the help. There's also the cultural preferences, etc. Time to enact some reforms. The school year will be 9 months long, with a month-and-a-half break in the beginning of the year and the end of the year for planting and harvesting seasons.

As far as religion in public schools go, it will not be taught. Students can study portions of religious texts (Creation stories, for example), but public schooling will not be Christian or Islamic in nature. Private institutions are free to have a religious focus, of course. Arabic, French, and English will all be offered beginning in primary school (younger minds learn a foreign language easier).

Modern equipment, textbooks, and computers (where there's electricity) will be bought for public schools. Each school should have guidance counselors to help students who are struggling or at risk of dropping out. Offer scholarships based on financial need for students who want to go on to trade school or university.

Require that educators take 4-6 hours of Continuing Education seminars each year, these can be offered at Ecole Normale Supérieure, and Université du Tchad. These seminars can be about classroom education/management techniques, technology in the classroom, or a subject directly relating to the topics that the educator in question teaches.

Build new schools where communities don't have any within a reasonable distance, offer bus services for students that have to walk more than a half mile to school. $1 billion

Literacy – Aggressively combat illiteracy. Build libraries, offer reading classes with a special focus on parent-child programs. Advertise this as a family bonding time, and a good way to get parents interested and involved in their kid’s education. We also have some exiled authors, invite them back and ask their help in combating illiteracy. $150 million

Infrastructure – This will be a massive program. We only have 500km of paved roads, and not even all the roads in the capitol are paved. Focus on major links between towns first, then inside cities. Build two asphault plants, one in Batha, the other in Kanem, to support this project. Expand Moundou Airport to serve as a regional hub for passenger and cargo air traffic (each will have a separate terminal building). Also focus on laying water pipelines, and creating basic sanitation networks for towns. $1.5 billion

Healthcare – Create mobile clinics, basically, trained nurse staff that travel around the country with support vehicles (and security). They will have basic medical supplies such as bandages, disinfectants, water treatment pills, and antibiotics. They should also offer education on basic sanitation and water safety. Ask the WHO and IRC to help educate and supply the mobile clinics. $70 million

Industry - Begin construction of an oil refinery in the Borku region, and one in the Moyen-Chari region. $200 million
Re-open oil fields in the Kanem region, possibly with French assistance. $200 million

Energy - So...Yeah. We produce 29MW of power. We're going to need more. Begin construction of two, 200MW coal-fired plants, one in central Chad, the other in the South. Also lay out the required power grid infrastructure for this. $750 million

Refugees – We have a lot of refugees from Darfur. Let’s offer to put them to work on our infrastructure programs, offer them a route to citizenship if they work hard and behave themselves. Fast-track refugees who have STEM or education backgrounds, get those individuals involved in our education and literacy campaign programs. $100 million

Police - Ask France to help supplement our police force's procedures and training so that they are a competent, responsible, modern police force. Provide funds for improving police facilities such as stations, local jails, buying them modern communications equipment. Buy them 35 Ram-2000 police/swat package. $53.15 million

Lake Chad - Work with the Lake Chad Basin Commission to do an extensive soil sampling and analysis of the coastline around Lake Chad to determine the extent and rate of desertification, classify the soil regions around the lake, and formulate a restoration plan to fight desertification (what areas would need topsoil tilled in, what plants would suit specific soil conditions). $20 million

Agriculture - This ties into our education problem, a little. Offer (free) seminars to farmers on how to grow efficiently with mechanized equipment, and efficient water usage. Offer subsidies to subsistence farmers to buy basic mechanized farming equipment and fertilizer, larger subsidies to farmers that want to grow on a commercial scale, provided they attend further (free) seminars. We're not saying they don't know how to farm, but farming on a commercial scale is different, and we want them to be as best prepared as possible. $500 million

Legal Reform -
Increase the punishments for ethnic and religiously motivated violence. Chad has enough trouble without people killing each other over which bible they use. Also announce that I will be meeting separately and later in the year, bilaterally, with Christian and Muslim religious/community leaders in order to see what can be done to foster communication, understanding, and level-headedness between our two different religious groups, and to dispel myths/misunderstandings people may have about each other. For example there was an ugly rumor a while back about a particularly evil terrorist group that reportedly cannibalized Muslims. Normal people don't do that.

Declare the shoreline and the immediate surrounding area of Lake Chad off-limits to herd grazing. Desertification is quickly becoming a large problem and if we don't take measures to stop it, the land will be unusable anyway. This way, it isn't permanent. For herders that relied on that land, we will work out something with government owned land. We will also partner with local farmers, and suggest they allow herders to use fields being left fallow. This way, unused land generates a small income, and animal manure will fertilize the land some.



Foreign relations:

France – Hey buddy. You may have noticed we have education and corruption problems. They may go hand-in-hand. We’d like your help in improving our education system and combating illiteracy. We’re launching several programs to this effect and would like French assistance in structuring them as effectively and efficiently as possible.

Ask for French assistance in building our oil refineries and fields. (As far as the fields go, there was an operation there in the 80s but was scared away by violence. The rigs should still be there, so it might just be a matter of minor repairs/updating equipment rather than building a whole new system). Propose a 70/30 split Chad/France in profits.

Finally, we have large-scale civil engineering projects planned. We would really appreciate assistance from French civil-engineering experts in this.

Central African Republic: – Withdraw whatever officials we may have, issue an official travel advisory to our citizens against travel there due to ongoing conflict, and step up border patrols. Quietly talk to Séléka leader Michel Djotodia about the possibility of Chadian military intervention, and how many men they can field if it means bringing an end to the ethnic and religious violence. Also ask about his willingness to agree to a truce between Séléka and the Christian militias, if it could be enforced.

Transparency International – Ask for their help in establishing a TI chapter in Chad, evaluating the level of corruption in federal and local government, and formulating a path to reducing corruption. Also, please help us vet and evaluate prospective employees for an anti-corruption taskforce.

International Anti-Corruption Academy – We’d like you to develop a tailored course for Chad. You can work with Transparency International to create an effective education plan. $3 million

Lake Chad Basin Commission, Democratic Republic of the Congo, Central African Republic, World Bank - Lake Chad is dying. Nobody disputes this. The people that have lived along Lake Chad most their lives can give a chilling first-hand account at how swiftly the lake has retreated. The nations that comprise the Basin Commission all rely on the Lake in one way or another. It is our life, and our only major source of water. Yet if our nations are to grow, if we want to progress, if we want our 30 million citizens that rely on Lake Chad to be more than subsistence farmers with little irrigation or reliable access to safe fresh water, we have to act. If we want to prevent extinctions of the species that depend on the lake, we must act.

The UN Food and Agricultural Organization has called the lake's shrinking "an ecological catastrophe". We've all agreed that a river must be diverted to replenish Lake Chad. The World Bank and Nigeria have agreed to put a combined total of $18 million into the project. I propose that we collectively break ground on the canals next year. If we split the costs and add our collective capabilities, the project will go smoothly. 60 miles of canal is certainly doable.

Corruption: Secret investigation teams are trained to find and monitor corrupt officials and their associates. A special police force will be formed for this. We will also impose a "Double check" policy in which all official documents go through a second, publicly appointed government official. This is to ensure tax collections are taking place as they should, and that all of the money collected is going to the nation's treasury. These secondary officials will be monitored as well. $30 million

Immigration: It would seem that the tables have turned! Our former Haitian masters now abandon their own country and flock to ours, bringing disease and ethnic tension. The Haitians are also filling jobs, effectively worsening our unemployment issue. To alleviate this, We will issue an anti-alien political campaign which will outlaw the housing, employment, and transportation of aliens in our nation. Aliens are to be refused any kind of aid and will be deported immediately upon discovery. Anti-alien propaganda will be spread and the illegal Haitian population will be targeted specifically. 50 million

Health: Dengue is a major concern here, however it is a simple disease to treat. We will start up numerous temporary clinics to treat the sick with the painkillers and fluids they need to wait out the virus. We'll also offer a place to treat the severely afflicted that need extra aid. We also intend to do some anti-mosquito research (more on this under research) to prevent the spread of Dengue and Malaria alike in the future. As for HIV/AIDS, we will continue to work with the US to prevent further spread in both the DR and Haiti as it is in everyone's best interest. 150 million

Energy: "Santo Domingo-Santiago Electrical Highway" expanded upon. 400 kw of power will be produced on new central power grid. The grid will use modernized machinery, alleviating the current unreliable power system issue. 100 million

Crime: Capital punishment now encouraged for murder trial sentencing to deter further homicides. 20 year alternative sentence at judge's discretion. Domestic Affairs $3.19 Billion

REFUGEE
$500 million will be spent preparing for an influx of refugees from both Brazil and Venezuela. This money will be given to the Ministry of Emergency Response for aid workers, and material needed to fight this specific crisis. There currently aren't massive amounts of refugees pouring over our borders at this time, but given that one of our neighbors in a state of political turmoil, and the other is rapidly ceasing to be a nation altogether it is perhaps wise to plan ahead.

INFRASTRUCTURE
$1 billion will be spent on a revitalization of the Essequibo River, similar to our Demerara River revitalization program.

$1 Billion will also be spent on increasing clean water availability, with an emphasis on improving usage of renewable water supplies, and concentrating on cities and towns with a population greater than 10,000 for this phase.


LAW ENFORCEMENT
$250 million will be spent constructing new facilities to replace those that are deemed "fire hazards".

HEALTH
$440 million will be spent continuing mosquito population reduction efforts from the previous round.

Economy $3 Billion

AGRICULTURE
$1 billion will be spent to aid our non-sugar based agricultural businesses. Particularly more niche markets, such as our coffee, cocao, heart of palm, peanuts, bananas, breadfruit, and so on. The money will be given to growers willing to modernize their methods/equipment, and encourage more sustainable growing practices.

$1 billion will also be spent seeing through our previous investment in the sugar industries. This time the money will be split between continuing our previous modernization of the industry, and the other half will be spent modernizing and improving the bagasse processing as fuel for the mills. In doing so we might generate additional electricity which can be supplied to the power grid.


TRANSPORTATION
$1 billion will be spent on extending and improving Guyana's road network.

Foreign Relations $1 billion

SURINAME
Guyana proposes the creation of a joint offshore oil exploration initiative to cover the area straddling both sides of our respective exclusive economic zones. We'll chip in $500 million if Suriname chips in $500 million with a 50/50 profit sharing on anything useful found by such exploration.

BARBADOS | TRINIDAD & TOBAGO
With the historically good ties between our three nations, Guyana proposes establishing a joint emergency fund in case of natural disaster, and a commitment to aid one another in such cases to the best of our respective abilities.

We'll chip in $500 million to get this thing going with Barbados and Trinidad and Tobago giving half that amount combined given their smaller sizes.

Domestic Affairs/Economy:

Time to show the world the country has turned a new leaf as well as took a leap forward. Release prisoners of conscious that the last regime took. Pledge to the rest of the world that the government will become a better government both for the people that they governor and the rest of the world. Give said prisoners a sum of money for compensation. 100 million.

Make a public project to put up new telephone lines to help business, and communities communicate around the country. Hoping to both get people working and making communication cheaper. 200 million

2,000 army soldiers will be set to keep the national parks free of illegal deforestation. They are not to shot on site but if anyone is caught they will face criminal charges. Make a public announcement that the government will be take care of the environment to protect Cambodia’s natural beauty. 20 million

Create a law that limits the age of child labor that only those older than 16 years old can work. Allowing younger kids to focus on school.

Take 10 million dollars from the UN to help aid, coastal cities, and the 5 million will be put into getting food for low income areas where the people don’t have enough for food.

Send the Red Cross with a few army Special Forces, having been screen to make sure they don’t have any negative feelings towards foreigners, to area’s that need it help. We will pay for housing, food and anything else they might need. The Special Forces job is to keep them safe. 10 million

Place some police officers at the hot spots for tourist such as Sihanoukville, Battambang, and other places to keep the area clean and safe. Screen police officers to make sure that none of the police officers station there, have any negative feelings towards tourist/foreigners. 20 million

Hire Black cube independent intelligence agency to help discover corruption, and inform the government of it. And to help train and start an intelligence agency which will be over seen by a board of senators. And its director will be decided by the senate. 1.5 billion dollars.

Close the drug detention centers where many “undesirables” have been abused physically knowing that this has to stop for the rest of the world to understand we are turning over a new leaf. So after closing these centers we will be spending money on repaying those that were abused there. 1.5 billion dollars

Spend 125 million on planting native trees, have the military and citizens that agree to help plant trees. If any foreigners from hippy organizations such as forest trust come to help the government will help and pay to make sure they are safe. The planting of trees will be recorded to be used to show how the country was rebuilding and getting better. This is happening because the Cambodia has been facing a serious deforestation issue. With air pollution becoming a issue and hoping to make the country pretty for tourist the government has seen fit to do something good for the environment for once.

Foreign Relations:

Thailand: Ask if they are willing to share the overlapping claim area between the two countries. And split oil and natural gas production 50/50 as to be fair.

Laos & Vietnam: Offer a Biomass gasification power plant as an alternative that the three countries could share.

China: Tell them that we are still friends and always appreciate their help.

Call for aid from International Rainforest conversation organizations, such as forest trust, the rainforest alliance, the world wildlife fund for nature, and so on. To help the government in planting trees and taking care of the environment of the country.

Domestic Affairs
I love Lithium-
We have a lot of natural resources including oil, and lithium. According to the Latin Post, we are among three of the most notable countries when it comes to lithium, and lithium can be used in a wide array of military applications, as well as consumer applications. $740 million will go toward building 4 mines, constructing good infrastructure, and making sure the wages that we use for this people can support them. The money will also go toward anti-corruption measures. Same goes for buying equipment, and whatnot to aid this.

Supporting Your Friends: Police paid better. Smuggling is targeted by your police force but it will be a while before any real impact is made with this kind of budget. Still, it's good for your people to see you trying to cut down on such illicit trades.

Building Bolivia: You have made many farmers happy, so at least you have that going for you. A possible downside (or maybe not for you) is that many of the drug cartels have somehow weaseled their way into getting some of the farming subsidies. Corruption is clearly running rampant already.

Your infrastructure, however, is in its fledgling stages at best and your people are skeptical as to whether it will happen or not.

Using What's There: Your people rally to build refineries for the power plants you're going to build eventually, but your number of skilled engineers, architexts, and other labor is rather...lacking. On the plus side, many people are returning to school to learn such skills!

Corruption- If we are truly going to be a model for other South American nations, and become a true economic powerhouse, we have to fight corruption. Compared to other SA nations, we don’t have that big of an issue, but that doesn’t mean we can’t fight it. We shall contact Transparency International and other regional, national, and international anti-corruption organizations; we shall go even further by hiring national, international, and regional experts that are independent, and they shall come to Bolivia. Have them work with us to weed out corruption in the police, judicial, administration, defense, and other levels of Bolivia’s government.I also want us to go get harsher sentences for Bolivia. We shall also implement policies, and safe measures to counter corruption in Bolivia, all with the help of this experts. The money will also go toward making sure the corruption experts are safe, and that my enemies & corrupt individuals do not find out that I am doing this. Since this will -hopefully- affect Bolivia for the better, and it is a large scale program, $2 billion will be dedicated to this.

Marijuana- We shall legalize marijuana. $300 million will go toward funding marijuana producers.

Presidential Guard- Since I was the Vice President, I can only think that this people are loyal to me. Nevertheless, I will conduct a secret recruitment campaign, identifying people that are loyal to me, and like me. Increase wages by 40 % to keep the current presidential guard happy, while also training them in all forms of combat that are related to keeping the President safe. In total, $400 million will go to this program.

Recruitment Campaign- Increase police wages by 40 %, and conduct a nationwide recruitment campaign. Instantly begin working on training the recruits. Since compared to other SA countries, and the world, we have a small population, $200 million will go to this.

Judiciary- The judicial system will most likely be fucked due to the anti-corruption campaign that I have conducted. We shall put in $400 million toward helping the judicial system cope with the problems, and make sure they are prepared for the influx of people being charged with corruption. $200 million will go into the construction of 5 law schools in -safe- urban areas throughout Bolivia.

Electrical Sector- As our economy continues to grow, we also need to make sure we can meet our electrical needs $1 billion will go toward the construction of a two 300 coal MGW plants, with power grind lines being created, as well as other infrastructure needs. Hire local Bolivians, and specifically target minorities that are affected in a bad way; we shall also get international help with this.

Tax-A variety of President Morales' policies continue to be popular. We want to have public support, so we shall instantly order an increase in hydrocarbon taxes to 25%

Tourism- Compared to other countries around the world, Bolivia is relatively safe. Advertise the fact that we don’t have a big crime problem in Bolivia compared to other Latin American countries(like Honduras). We shall advertise the fact that Bolivia isn’t like other countries, and that we haven’t had a coup, or instability in some time. Focus on North American & European markets, with $500 million going toward this.

Law-We shall pass a law allowing for public & private sector cooperation.

Intelligence-Instantly create a new Internal Intelligence Agency. Identify people that are loyal, and capable, and recruit them. We shall also hire former FBI, NSA, CIA, Mossad, MI6, MI5, and other notable agents from well known intelligence agencies to come train them. Vet the agents to make sure that they aren't spies, and aren't conducting any illegal/hostile activity in Bolviia. Make sure they are trained in espionage, sabotage, counter-espionage, and sabotage, and other forms of intelligence operations. Same will go toward the creation of an External Intellligence Agency. As it’s an ambitious program, $1 billion will go toward this.

Manufacturing Sector-Have a law be past that increases manufacturing wages by 30 %. Same goes for the minimum wage.

Total Budget: $6.740 billion


Foreign Relations:

Cuba: Ask Cuba to help us with our medical sector. Ask them to sponsor Bolivian doctors to go and learn in Cuba.

Bank of the South: Since we are part of the bank, we shall suggest greater economic cooperation.

Community of Latin America and Caribbean States: We shall suggest to this countries the next summit be hosted in Bolivia's capital.

USA- We shall work toward improving relations with the USA. Invite the President, or any other official. Ask the USA to help us with our anti-corruption programs. Also ask them to sponsor Bolivian students that are going to the USA. Also ask them to help us improve our new intelligence agency.

UK- $300 million will go toward lobbying the UK to legalize marijuana.

China- Invite China to come to Bolivia. Ask them to improve our new intelligence agency. Hire China to help us in the construction of our Lithium mines, with a 65/35 profit split favoring Bolivia. State that we plan to continue being a country favoring socialist policies.

Russia-Ask Russia to help us improve our new intelligence agency. Invite Putin to come to Bolivia

Chile- Apologies for anything bad President Morales ever did to my country. We shall attempt to improve our relations with them.

UN: Yo UN, I need your help with our programs, such as fighting corruption, building our electricity, our economic projects, and so on.. Ask them to help us. Also ask them to help us with health next year

Peru- Attempt to improve relations with Peru in economic, cultural, social, and military levels. $400 million will secretly go toward increasing anti-sentiment toward Chile, and we shall bribe influential national officials who will subtly suggest improving relations with Bolivia in order to combat Chile. $100 million will go toward making sure it cannot be traced back to Bolivia. Also suggest a defense pact; yearly military exercises between each other; a building of a pipeline that will sell Bolivian natural gas, as well as a railway that will transport goods from Peru to Bolivia, and vice versa.

Bolivarian Alliance for the Peoples of Our America: Subtly suggest in the next meeting a creation of a defense pact. Urge for greater economic ties. Suggest yearly military exercises to show cooperation, as well as an intelligence pact between each other. All this will be done in close doors obviously.
