One thing to remember about the Empire is that, historically and especially under Palpatine, they were very anti-alien. It would be a bit limiting for the RP, but it wouldn't be out of the ordinary for the faction.

I think we should be human favored. Better to stay true to the Empire and it's ideals then to fudge it up just for the sake of RP.

Oh I'm fine with discrimination, but there isn't the High Human Culture of the Palpatine era. My understanding of cannon is that more non-humans were accepted into the Army, Navy & Stormtrooper Corps; to maintain military strength. Granted with the whole de-militarization between the Alliance & the Empire it might have policy might have changed a bit:CAbove
