Executive Order

Loaning of Military Vessel to the New Jedi Order to Improve Strategic Alliance-Jedi Partnership and Effective Jedi Protection in the Aftermath of the Destruction of The Will of the Force.

By the authority invested in me as interim Chief of State by the Galactic Constitution and the laws of the Galactic Alliance, and in order to ensure a continuing strategic partnership between the Alliance and the New Jedi Order, it is hereby ordered as follows:

Section 1. Authorization of Vessel Loan. The Alliance’s security requires a vigilant, prepared, and strong New Jedi Order to continue to act as the guardians of peace and justice. This requires the Jedi to have some form of military presence independent of vessels under direct Alliance command.

This order directs the immediate initiation of a transfer of a state of the art Alliance capital ship, the exact type of which to be determined by military commanders in the near future, to the New Jedi Order, to be placed under the command of the Jedi High Council. The ship will be re-christened Light of the Force, and it will act as a replacement for The Will of the Force.

Prior to the transfer, any upgrades needed to bring the vessel up to the latest technical standards in terms of engines, weaponry, and all other offensives and defensives capabilities will be made using discretionary funds from the defense budget surplus from the last fiscal year.

Section 2. Purpose. The purpose of the vessel will be similar to that of its predecessor in terms of serving as a mobile Jedi command center as well as a training facility for Jedi. Should the vessel be used in direct engagements against the Empire, it is the non-binding advice of this Office that the training facility be relocated to another, more appropriate location.

Section 3. Crew. Pursuant to the wishes of the Jedi High Council, Jedi will fill the command roles on the vessel as well as a number of other roles based on Jedi needs and wishes. In accordance with requests from the High Council and the Battle Master, the latter of whom is the commander of the vessel, Alliance naval personnel will be made available as crew members if and/or when necessary.

Section 4. Vessel is a Loan. The transfer of the vessel will be considered a loan. Although the vessel will be under Jedi command, should the Office of the Chief of State and the Galactic Congress deem it necessary, the loan may be withdrawn and the vessel will be placed under Alliance command once again. This action will require either the approval of the Chief of State, whether it be through an executive order or an act of Congress. If it is not withdrawn, the loan will be considered permanent.

Section 5. General Provisions. (a) This act is taken in accordance with the Constitution and Alliance legal precedent. Nothing in the order shall be construed to supersede, challenge, or change the authorities of the Ministry of Defense, the Galactic Congress, or the War Powers Act of 173 ABY.

(b) Nothing in this order shall authorize the Chief of State to dictate war policy without first consulting with the Ministry of Defense, the Galactic Congress leadership, or the War Powers Act of 173 ABY.

(c) The loan initiated in this order is made in consultation with the Ministry of Defense, the Galactic Congress leadership, the Jedi High Council, and legal experts familiar with the War Powers Act of 173 ABY.

(d) With respect to the Ministry of Defense, the Galactic Congress leadership, and legal experts familiar with the War Powers Act of 173 ABY, the Chief of State may issue further executive orders relevant to the sharing of military personnel, vessels, equipment, etc. with the New Jedi Order as the executive branch deems necessary.



(e) This order shall be implemented consistent with applicable law and appropriate post-Palpatine protections against executive overreach, and subject to the availability of appropriations.
