Just an explanation of how our command structure short of works. This isn't crystal clear, but we at the Republic like to wing it. We're all friends here; our command hierarchy isn't 100% rigid, so please consider this more of a guideline than anything else.

The Military reports to the Chancellor and, to a limited degree, may be influenced by the Senate. However, the military can refuse to acknowledge any order or request from the Senate for any reason. The Military's supreme commanders have OOC authority over their faction.

SOLAG is wholly independent, but is more closely tied to the Senate than the Chancellor. Any Republic branch can request SOLAG's assistance, but SOLAG can also refuse to aid any branch for any reason. SOLAG's leader has OOC authority over his faction.

S13 reports directly to the Chancellor and to no other branch of the Republic. They are the Chancellor's right arm and cannot realistically refuse an order from the Chancellor. In turn, however, S13 has tremendous influence over the Chancellor and has the ability to advise him in all aspects of Republic leadership. S13 can also place agents into other branches at will in order to exert their influence. [SOLAG is the exception. S13 agents are not allowed to pose as SOLAG operatives due to the high risk of discovery.] S13's Director has OOC authority over all S13 matters.

The RSF reports directly to the Courts and, to a lesser degree, the Senate. They may also act independently of all other branches and may actively investigate and interfere with any branch, save for SOLAG and S13. RSF has the right to arrest any individual found guilty of wrongdoing, regardless of that individual's rank. The RSF's director has OOC authority over the faction.

The Senate has a say in how the Republic operates, but without a majority vote [including NPC senators, whose actions are voted upon by the staff and not Republic leadership] they cannot actually interfere with orders issued by the Chancellor or any other branch. They may draw up missions and request that SOLAG, RSF, or Military assets complete those missions, but they are powerless to actually order anyone to carry out their requests. The senate has no OOC authority, though they do have the ability to call meetings whenever they desire. The Chancellor, however, does not have an obligation to attend these meetings, nor do individual senators have an obligation to attend senate-called meetings.

The Chancellor holds most of the power in the Republic. With the exception of SOLAG, the Senate, and, to a lesser degree, the RSF, he can issue orders to all branches of the Republic. The Chancellor runs the show and is assumed to have ultimate authority in all Republic-related matters, regardless of branch. For OOC purposes, the Chancellor is also the Republic Faction Leader, and therefore he technically holds authority over all other branches.
