After a weeklong policy summit on Naboo, President Emryc Thorne of the Indepent Systems Consortium (ISC) and Senator Hergalor togTherador have signed a fiery legislative agreement, the Refugee Investment Act, into treaty. This binding piece of legislation enables both the ISC and Taanab to appropriate funds for a new suite of joint-governmental investment agreements, focused on building industry and bringing refugee jobs across the galaxy.

ThorneWatch users shared photos of the Thorne and togTherador fishing on Naboo's pristine lakes days earlier, signifying a new diplomatic relationship between the two bodies. togTherador and Thorne were joined by their respective partners: Altair Malik, the President's well-reported suitor, and Manai togTherador, Hergalor's wife of 12 years. It was hailed as an unexpected state visit, the kind of casual galactic diplomacy Senator togTherador has advocated for and practiced.

Today, the reasoning for the clandestine familial retreat became clear. After last month's senate session, where Senator Vilgur Sapent's Galactic Outreach bill was voted down, readership of the ISC Refugee Agency's (ISCRA) widely-spread ISCRA...For Kids! pamphlet shot up 36%. Citizens of the ISC and abroad called for greater efforts to alleviate the refugee crisis, whether that was through further funding of ISCRA or bold, new legislation. The Refugee Investment Act is a combination of both; a vast jobs and industrial investment into some of the Outer Rim's smallest economies. Millions of jobless refugees and planetary residents will receive new work under supervision from the Tanaab Agroecological Corporation (TAC).

TAC will serve as lead developer and master planner for the three worlds' nascent agricultural industries. A massive range of agroecological investment will turn millions of currently vacant acres into sustainable, ecologically restorative, and harvestable farmland. These farms will be food-producing businesses leased for decades to TAC. Refugees will be given new jobs as botanists, farm managers, and terraform scientists, among other, high-value roles; many will be allowed small plots of land on their own, allowing a number of these newly-trained farmers to form their own small businesses. TAC will serve in a coordinating role, helping to bring products to market across their wide network.

This partnership is being piloted on ISCRA's three worlds: Tattooine, Lok, and Lahsbane. ISCRA has begun new engagement efforts to spread awareness among grassroots organizations, cities, and refugee encampments amongst these worlds. In a public statement, TAC Executive Director Calvo Speen spoke briefly. "We believe that this is the perfect mission for TAC. Food has long been at the center of diplomacy - a warm meal, shared between different people, can heal the greatest wounds. We plan to build culturally and ecologically appropriate farms across ISCRA's worlds, allowing more of the galaxy to have delicious foods with a purpose." Portions of the proceeds of this program's products will be returned to TAC, ISCRA, and the respective governments of the worlds.
