Pretty sure people just use throwing knives without a writeup if they want to. Probably doesn't need a strict writeup since people's strengths and such are different and will make it travel farther or shorter.

Interestingly throwing knife distance is entirely to do with technique and experience since it's about knowing the number of rotations between you and your target and being able to throw the knife consistently enough to maintain accuracy for that distance. But you are right that the maximum distance would be different for every thrower. It has been suggested that the maximum effective range of a throwing knife is up to 50 yards, or 45.7 meters, However most feats or competitions based around knife throwing (such as wheel of death acts at circuses) take place at about 10 meters, which is also within normal combat encounter distances. Range won't really matter except for the 1/100 time where a player is trying to "snipe" with a knife lob like a multiplayer fps. :)

I was pretty sure that these could either go in generic or wouldn't need a write up at all, but since there are no approved non-explosive thrown weapons in tech that I could find I felt like taking the precaution and writing one up. Especially since the default 1.2kg Vibroknife is much closer to a throwing axe's weight than a throwing knife and It's vibration generator would make it poorly balanced for throwing.

I'm going to approve this, but frankly I think you're overthinking this too much.

Oh I'm sure they could, but unless they're really good It'll land handle first, flat on or 15m to the left of the target :)
