Can two characters played by the same person interact or even be on the same planet at the same time?

Yes, its entirely possible. I often find that my characters have to speak to one another frequently and I've never had a problem with doing so.

Speaking from my own personal experience, though, I can tell you that it's incredibly boring RPing with yourself, even if from a story standpoint what you're RPing is good.

I have to agree with this. This was the main reason I hired PC´s to be my subsidiary heads back in the day. Using npcs or your own characters is pretty boring. I try for 0 interaction.
