Indeed, the template is for custom tech.

While there is the classification of "generic tech," which doesn't need a submission, if the tech you're wanting is something as of yet made on the forum, then yes— a submission is necessary. I'd recommend checking out this fantastic tech compendium beforehand, of course. Good for inspiration, or potential alternatives.
