I like the idea of the Coterie and the Rebellion's former Imperials banning together to create the True Throne/True Empire on Bastion. It goes with a plot Silverface was working on the past, with Scryer establishing an anti-Sith government on Bastion. We could possibly have Scryer and Lucian Fel be involved initially to justify the NPC numbers. Fel I was thinking of dying early on, so that there becomes less focus on my character and more on Saul and his peeps. And it gives the Coterie the same trend as the original Rebellion: started out as dissent between politicians and other influential individuals, grew into terrorists/guerilla warfare, and eventually became part of a self-proclaimed government with the potential of thwarting the Empire.
An idea for a mission or two I had proposed to Cal was the True Throne boosting its ship numbers by reclaiming the Imperial Knights Lost Fleet that was hidden in Part 1 of the timeline.
To start off, I'd recommend the territory not too terribly large, but surrounded enough that the main HQ (aka Bastion) cannot be easily targeted. My suggestion is, in addition to Bastion, this Empire-in-Exile includes Dubrillion, Bescane, and Jaemus. Muunilinst maybe too, but that's a barren wasteland so it could serve either side as a staging ground for attacks on the other.
