The Chiss Cabinet

The Chiss Cabinet was the executive assembly of the 28 governors of the Chiss Ascendancy but as the Ascendancy grew the number of governors increased accordingly. Its primary function was to act as the executive counter to the parliament. The parliament job was to deal with daily issues while it was the job of the Chiss cabinet to deal with the more complicated issues leaving the Council of emisence to deal with the most important issues. While the Chiss Ascendancy body system might seem similar to the GA it is still different in many ways and is considered a Republican oligarchy, which means that those who had the right to elect themselves were members of the elite aristocratic families and most powerful families in the whole Ascendancy. Also even with the Chiss Cabinet being active it was still up to the Council of Emisence to distribute the issues they get every day on their office to both the Parliament and the cabinet. So the Council of Emisence was still considered to be the most powerful political system in the Ascendancy but once they decided to move an issue to either the parliament or the Cabinet they always stay out of the matter and leave it to the other political bodies. However; on some certain occasions the Council does interfere with the decisions of the parliament or Cabinet especially if they found it too unreasonable.

Of course the members of the Cabinet did hold influence within the Ascendancy and always have an amount of freedom to govern their own planets and make some small decisions for example raising taxes, building schools, and on some certain occasions lead the defense forces of their designated planets. Also it is a common thing among the governors to have a seat in both the cabinet and parliament to further their powers even more. It is also a common thing for them to hold hearing sessions and other different type of sessions when the Council requested from them to do so. The Chiss Cabinet is usually lead by a delegate who is elected from the governors and while the Cabinet has a certain delegate leading it, other governors still had the power to upheld sessions when they needed to as long as they got the approval of the Council.

During it is early times the Ascendancy only allowed members of aristocratic and powerful families to elect themselves, but well during Heliel reign it seems that things had changed making those brave soldiers who has gone beyond their duty and proved themselves as soldiers to elect themselves as well once they retire or on some certain occasions while they still have their military powers. Also it has been noticed that unlike before the Chiss ascendancy now allow alien governors to elect themselves as long as they were adopted into one of the many powerful families or had proven themselves to the Chiss Ascendancy.

Of course how the cabinet worked was obviously through voting, as the decision of the Cabinet was always decided through the majority of votes. of course it is a known fact that most of the heated arguments that usually took place within the cabinet were civilized since the Chiss always considered themselves to a civilized race and especially the proud aristocrats who are always taught a lot about etiquette and behavior since a young age. Also the governors act as diplomats during political negoiations with other factions so they are always expected to represent the Chiss in a good picture.​

My eyes hurt and I'm tired, however tomorrow is Sunday so I'll have the time then to work on this. I am currently taking a government class(over 75% through it) and I believe I am the one to most easily edit this, though Weiss may be more qualified than me. I will edit more in the morning, here is part of what I have edited so far, not finished with it, really only fixing prose and a few errors so far. But generally, I really like this idea Sam! It will also allow us to legally show how and why(once I edit i believe) we can take direct and immediate action whenever we need to without express approval(constant emergency powers you could say, similar to the American government of directly after WWII times but without many of the flaws of bureaucracy).

In short, whereas the GA must go through months of full democratic bureaucracy crap to get anything done(unless the council once again oversteps their authority and orders something done), we can have something done immediately and with no consequences through bureaucracy. Generally like the Imperium's way of doing things except we aren't in a full military government.

Really, I love this idea, I really just need time and brain power to expand upon it xD

In turn, Parliament checked the Executive assembly, keeping them from gaining too much power and authority. Parliament's job was to deal with daily issues, while The Chiss cabinet dealt with the more complicated issues. This left the Council of Eminence to deal with the most important issues. The Chiss Ascendancy body system has been compared to that of the GA. However, it is different in the fact that it is a Republican oligarchy. Meaning that those who have the right to elect themselves were members of the elite aristocratic families and other highly influential families in the whole of the Ascendancy. Also, even with the Chiss Cabinet and Parliament being active it was still up to the Council of Emisence to distribute the issues they received every day on their office to both the Parliament and the cabinet. So the Council of Emisence was still considered to be by far the most powerful political system in the Ascendancy. However, a key protocol that the Council follows is that once they decide to move an issue to either the Parliament or the Cabinet they always stay out of the matter and leave it to either political body. However, this is not to say that the Council cannot interfere should they judge either political body biased or unfit to deal with the issue.

Naturally the members of the Cabinet do hold significant influence within the Ascendancy and always have an amount of freedom in governing their systems as well as make many significant decisions only involving their system, such as raising taxes, building schools, and on emergency occasions leading the defense forces assigned to their system by the Council. In addition, while it is not a common thing among the governors to have a seat in both the Cabinet and Parliament to further their personal power even more, it is possible should they hold enough influence to gain both offices. It is a common thing for these men to hold hearing sessions and other different types of sessions when the Council has requested them to do so. The Chiss Cabinet is usually lead by a delegate, called the Speaker of the Cabinet, who is elected from the governors. While the Cabinet has the Speaker to lead it, other governors still have the power to call emergency sessions when they need to as long as they have the minimal required members of, currently, 24.

This is how I see things going, if we add this to it.

I like the idea of having the governors lead the colonial phalanx and the planetary security. Also while the cabinet and parliment will be dealing with day to day cases they will also be dealing with some more complex issues that will be passed down to them by the council.

The Chiss aren't a full Republic. Naturally the Cabinet should have powers, but because this is also RP and not America, the Council should be the final say on everything as well have the powers to create and enforce laws.
Think of it this was, the first three articles of the Constitution establish the executive, legislative, and judicial branches(not necessarily in that order). What I was thinking was that, while the Cabinet and other government positions should have those powers equally divided, the Council should have all three at nearly unrestricted use(under law, of course).

Seriously, a reason why the GA has clearly stated that the congress has no real power and that the Imperium has completely done away with their 'congress'(moffs) Is so that they would not get in the way when an FL or AFL makes a decision(which, according to my knowledge, they have in the past). We DO want to create political positions with power, but we also don't want the people in these positions to be able to void or screw with the work of the Council(you, Lupe, me, and Grand Lord of all SWRP Weissikins)

Sorry I haven't done much work on this yet, I've got a VERY busy weekend ahead of me and I don't see me being able to sit down and really help work on this till Sunday night. But expect to see some of my work then ;)

Well I agree with the fact that the Council should have unrestricted and unquestioned power over the whole faction, but there is nothing wrong with letting the governors feel that they are all important and give them the chance voice their opinions and make some decisions through voting. After all, the council is far more important and above dealing with every single issue itself which has been happening so far.

I also don't see anything wrong with giving the governors some powers as long as we can strip that power from them whenever we want and of course through Chiss law.

I have a crazy idea for this, I would like Ann to be part of the cabinet at some point in time. Something along the lines of she is inheriting her fathers position, while she will use a trusted NPC as her adjunct with the cabinet or something. Maybe not, I have no clue yet.

Also I was thinking maybe the speaker of the cabinet can be npced by the council rather than have him be a PC. This would give us a chance to GM the cabinet sessions and make sure that things won't turn into a complete mess.

This completely is against the purpose the idea of the Chiss cabinet, since I had to be some sort of a civilian body lead by the most powerful families of the Chiss and some of the top military figures who had proven themselves. Also the main point of this cabinet as well is to give other people in the faction who are not part of the faction the opportunity to do something.

The Chiss Ascendancy is a militaristic, expansionist empire. The majority of characters created on this site are military/fighting characters. Presenting an opportunity mainly available for non-fighting characters in a violent site really doesn't seem like a good plan. If we had the size of the GA in regards to a PC base, that'd be fine. But we do not and you know that. In addition, why would someone want to join a faction already stretched thin in the member department to be a non-fighting diplomat to the few military soldiers already there? Lastly, a non-military character would not be allowed to lead soldiers, thus if we were to even allow non-military characters to hit these cabinet positions then we'd have to strip away all rights to command military forces for the defense of their system. They'd have to have someone on constant call to lead and defend for them. That 'someone' being the visible force of commanders we don't have.

Also, the highlighted portion makes no sense to me.

Forgive me if I'm coming off as hostile, I'm quite tired and I've had a very, unnecessarily stressful Saturday.

Sounds very good to me, but again, doesn't sound like what Count Sam wants for this.

Well this doesn't sound bad except for the fact that I didn't create cabinet for a limited group of people, also while the Council would control wither the cabinet's decisions are to be executed or not still we as council members wouldn't completely have control over the members of the cabinet and what they say or do. So yeah, while a lot of the cabinet members would be loyal and trusted by us there should also be a portion of governors who wouldn't be that loyal and remember aristocrats usually tend to be arrogant sometimes. So we will simply give them the chance to feel that powerful but at the same time we will have full control over the whole faction and the decisions that are made.

Well I know we are stretched thin on PC numbers that is why I suggested having military figures be able to join the cabinet, but what you are trying to say is simply making the whole cabinet made of military figures and that completely sounds ridiculous ICly. The cabinet has always been made of governors who are technically members of powerful and aristocratic families in the Chiss. Also if this is done right we could be able to get a lot of interests and people joining. I mean even if we don't have enough military members we are still pretty active when it comes to politics and diplomacy. Also one of the reasons I see why the faction is inactive is because we have been doing every single thing ourselves since Zach was still the leader and also because we haven't done really anything interesting ever since the attack on the IK. So rather than talking about how we don't have enough members I would say we should start providing members of our faction with something to do. I assure you that would help boost the number of our members a lot and won't make us deal with everything ourselves.

I do like this idea of a Cabinet, but I also agree with the statement that we don't want to spread our small numbers too much. I think we should allow military personnel to serve as the cabinet members, but have it be that it is not required to be a civilian or military personnel to be a member (thus, it would not be limited to only one type of person).

One thing we need to remember is what ICly/OOCly will these people be able to do? What powers will they be given OOCly and ICly? One idea I had was that the Cabinet could also include members of Heads of Houses, thus it would work a little like the Mandalorian Clans, where Families could do activites for their own people aside from the factional stuff. Just an idea. We have to remember, though, that we can't make this Cabinet too big. If everyone joins the Cabinet, that's less people in other departments, unless we allow people from other departments to be able to dually serve as a Cabinet member.
