The Galactic Senate

The Galactic Senate is a intergalactic body established very recently that once incorporated most of the prominent governments in the known galaxy .The Galactic Senate was first purposed between Free Worlds Senators and Emryc Thorne, who were having a dialogue at a forum on the planet Naboo due to tensions rising with the "No Jedi, No Sith' movement, a movement that taken the galaxy by storm due to destruction caused in the independent worlds between the Jedi and the Sith. Emryc Thorne first purposed the Galactic Senate idea there, which was popular. And at a session on Coruscant with Senators and Emryc Throne, the Galactic Senate was formally established there, and was announced on the holonet, making it official. The Galactic Senate's capital is located on Naboo, in the city of Theed.

Independent Systems Consortium

The Independent Systems Consortium is composed of the President of the Executive Council and the Executive Council. The Executive Council is made up of Sector Governors which represent multiple planets in a sector/map quadrant. Sector Governors are voted into their roles by the planet leaders they represent. The President can meet with ISC representatives on issues and bills regarding things within their boundaries. Anything that may strongly impact external worlds (big trade changes, extending law enforcement boundaries out, etc.) will need to be brought to the Galactic Senate. In addition to Governors being able to vote, the ISC President can vote as well.

The Empire

The Empire was voted into the Galactic Senate with full amount of seats and voting power as part of a previous Galactic Senate resolution back when it was known as the Sith Empire. Even after disposing of the Sith, The Empire is the successor state and resume it's responsibilities and carries it's voting power and number of seats. The Emperor is the head of The Empire although he may be represented by an envoy if he is physically unable to attend. Individual Imperial worlds or Imperial diplomats are entitled to a seat although they are answerable to the Emperor.

Corporate Sector Authority

The Corporate Sector Authority contrasts to The Empire and the Systems Consortium is in that the Corporate Sector has 10 seats instead of a full 30. The Authority was not a founding member of the Galactic Senate, but was voted in with a resolution. The Corporate Sector Authority is also unique that major corporations that are headquartered in Corporate Sector Space or otherwise have major presence are represented instead of individual systems or planets. The titles of the various corporate representatives may vary - 'Liaison', 'Ambassador' .etc. The Corporate Sector Authority head of government the ExO (Executive Officer) is also entitled a vote.

Individual Planets/Systems

These are not a unified body, these are neutual individual governments of planets or star systems - not aligned with any greater body - that possess a voice and a single seat in the Galactic Senate to vote with. Many of these governments were part of the New Republic and the Free Worlds Alliance before they imploded but they still retain their seats. Newer governments are also looking to join the Galactic Senate to have a voice and vote in galactic affairs.




Key planet representatives are defined by any planet that is represented by a Player Character. In this case, members are not required to only represent canonically critical planets. If a player character represents that planet, in canon that planet has done something to warrant being a key world within that respective government.

There is no limit to how many key planet representatives are allowed for New Republic, ISC, FWA or Jedi. Any player is allowed to make a character and participate.

The Galactic Senate comes together to vote on bills or discuss issues that will impact the greater galaxy.

Galactic Senate Structure

The galactic senate is made up of 100 representatives from the various galactic governments. The method by which each of these representatives is chosen varies by the party involved. Typically, these individuals are elected through their own governmental system (for instance the now-defunct New Republic Senate elects within itself which senators it will send to the Galactic Senate).

Each of these representatives may vote on any issue presented to the Galactic Senate. Although each faction is allowed up to 30 seats, it is not a requirement. If a select government chooses to do so, they may vest more than one seat’s vote into a single representative (for instance if they chose to do so, a single Corporate Sector representative may carry the voting power of all 10 seats).

For out of character purposes, seats filled by NPCs will vote in the same proportion as the PCs who voted from that faction. If there are two ISC PC representatives that each vote in opposite ways NPCs will be treated as voting 50/50 as well. If the PC representatives are split 33/66 then the NPCs will be treated as being split 33/66 as well. In other words, from an OOC perspective if there are five PCs representing the ISC, each of those PCs will effectively represent five votes when a bill is brought to the floor

In practicum, when an issue is brought before the Galactic Senate, it will be voted on by all 100 seats. This means that although representatives may come from the same faction, not all 30 seats are required to vote in the same manner. While 14 senators from The Empire may vote in favor of a new defense bill, the other 16 may vote against it. Issues will ultimately be decided by obtaining the support of the majority of the Galactic Senate
