The Grand Hutt Council, also known as the Hutt Council, was the ruling body of the Hutt Clan, a collection of powerful Hutt crime clan-families known as kajidics. Located on the Hutt homeworld of Nal Hutta, it included influential Hutt leaders, as well as representatives of various families. Lording over vast swathes of so-called ‘Hutt Space’, the Grand Hutt Council served as a meeting place for the families and was the highest decision making body of the Hutt Clan.

Historians and Scholars have, at times, drawn comparisons between the Grand Hutt Council and the Senate of the New Republic, or similar bodies. However, instead of representing specific governments, the attendees of the council speak for their respective Clans and are afforded such rights by virtue of their wealth, status, and name. Members of the council must hold the rank of Daimyo over a planets criminal elements, which shows that their right to rule is acknowledged by the Clans.

The Grand Hutt Council is a powerful and secretive body, viewing itself as the koo kankay dosoue in the world of crime, and it is known to issue edicts which, in certain unsavoury circles, are seen as gospel. An organisation steeped in confusing traditions dating back millennia, the Grand Hutt Council is bound by a jazoy see beuanka, meaning discussions that take place in the chamber itself, are never discussed in any detail outside, beyond stating what decision was reached.

This secretive body has been at the heart of the galactic crime scene since time immemorial, and invoking the name of the Council in underworld circles, provokes a strong reaction, to say the least. Amusingly, due to the extreme long-life of many Hutts, the council can take years to reach a decision on anything, not due to bureaucratic sluggishness, but simply due to a lack of haste from a species for which a few years is but a blink of an eye in an otherwise greatly extended life.

Intend

To provide a greater degree of detail around the Hutt Clans and their power structure, partnered with the ranks provided by @Mockingjay, this gives Hutt players a solid political tool to play with.
