Oh wanted by the hutts! Okay then. The bounty is because of the person who put it up. It is based on his available wealth and need to catch him.

Also, @Potentially: Still sounds like an independent bounty. Go talk to Horizon - if Santoro feels like it's a legitimate Hutt bounty, he'll post it. If he feels otherwise, though, then that's that - there's no arguing about it.

My suggestion to you if you really want to piss off the Hutts: have your character try to kill some Hutt PC like Tusa or Sirberius. Obviously you'd fail but they'd still be wanting you on a stick.
