DESCRIPTION
The Victory-class star destroyer is a massive warship once manufactured by the venerable Kuat Drive Yards. Designed during the Clone Wars, the Victory was an early move away from the orthodoxy of capital ship design which had defined KDY products for centuries, and was an important step on the road to post war designs such as the Imperial I, on which many of the design features pioneered on the Victory class would reach maturity.

Though commonly classified as a star destroyer, the Victory class would more accurately be described as a heavy cruiser under the Anaxes War College ship classification system. Despite being only (only!) 900 meters long, however, the Victory packs serious firepower, mounting dozens of heavy turbolasers and ion cannons in turrets and casemates, making it a threat even to ships much larger than itself. It can also carry up to 24 starfighters or light starbombers, as well as up to 6 shuttles or other similarly sized craft. Not content with merely being a warship, the Victory can also carry up to 1,600 passengers, usually soldiers, who can be used for boarding operations, or more often for ground assaults and occupations of small planets. The ship can also carry various of walkers and troop transport repulsorcraft; during the Imperial era, some were issued prefabricated garrison structures which could be set up on rebellious worlds.

Despite their origins during the Clone Wars, Victory-class star destroyers persisted in the Imperial navy throughout the entire formal existence of the service. In spite of attrition during the Galactic Civil War, Victories were still quite common afterward, both in New Republic service and with various regional governments. Though still large and expensive to maintain, they are slightly more affordable and practical than a full-fledged Imperial I or II. That is not to say they are plentiful; after decades of service, the type is only slightly more common than its larger counterparts. They are typically operated by wealthy planetary governments or sector defense fleets who can afford to maintain them.

LEGALITY
Restricted. Victory-class star destroyers are classified as capital ships under Galactic law, and possess heavy weapons. As such, civilian owners will require extra licensing to operate one legally, and will receive increased scrutiny by authorities. Even then, they are ridiculously expensive to operate; only a relatively large faction or particularly wealthy government would be able to afford it without swiftly bankrupting themselves. An individual would stand no chance.

To create a standard heavy cruiser.

RESTRICTIONS
Victory-class Star Destroyers are large capital ships with heavy weapons, and capital ships cannot be owned or operated by individual characters. A faction would be required to obtain and crew a ship of this size.
