The present is always finding ways to reference itself in the present. At least that is the kind of sentiment that Wiley heard as a kid. His early life was nothing special and he himself at a young age looking for cheap thrills for credits. The money was not a big factor. His friendliness and nature had him gain the attention of a group of criminals that would later turn out to be Sith Cultists.
Even when Wiley learned about this he was indifferent and was happy to continue hanging with the group so long as he got paid and got to fly fast. Closer to adulthood, Wiley began making excursions and working at hidden Sith facilities doing more regimented and militant drills. For part of this time, he was noticed by a Sith.
Wiley's use of the force had developed more over his life with less training. But with a master he was able to develop some basics. It was when this training continued that Wiley came into his own. The skills he learned with the force gave him an easily attained sense of superiority as well as a desire to use it. Years continued while Wiley trained in secret, using his free time to pull stunts and risky work for the Sith in the galaxy's underworld. His cover as a ship captain in the outer rim was more believable. Not to mention his tendency to act with less etiquette also had an affect on his station while among the galaxy's denizens.
The Ossein survived many iterations of the Sith until he jumped ship to the Din Empire. No longer was Wiley a Sith. He instead became an Imperial Knight.

It is very possible his name, Wiley, is fake. But it appropriately describes the man who bears it. A bit strange and a joker, Wiley can be described as talkative. If he isn't talking, then he's likely doing something that would give most people pause. To Wiley, life is short and there is a lot of injustice in the galaxy. His focus in life is to get by, be on the winning side, have fun, and not stand still. The only time Wiley is patient is when he sure that waiting is his best (or maybe only) option. Otherwise he's either running his mouth, his legs or his ship.
Among his practiced techniques is the use of Shroud of Darkness. However he has not used the Dark Side of the Force since swearing into the Imperial Knights.
