Only if it's acolyte level skills, perhaps. And you can't have any current up to date intel on them.

I'll have to approve it if they have a Jedi background, but I won't approve anything until I see the character created.

Though if you still chose so, I highly suggest to read up on what has happened with the Jedi in the past couple decades.

That depends. There are no major bounty hunter groups, so people who play as bounty hunters are often independent and work on their own. However, the Rebellion and Hutt Cartel factions have places for bounty hunters, if you want to join either of those.
