    Enfali would probably keep that promise, but keep in mind that A) She's not in charge of the whole Rebellion, and B) There's two other factions involved that might not be as willing as to just let a surrender occur. The offer itself is being made with no intention of deception, but she can't exactly promise that things will go the way she wants them to do so when there are so many other factors at play,
