Technically speaking - yes. A number of Jedi are currently listed on the Rogue Wing (Starfighter) roster of the Galactic Alliance.
I'm going to be working with GABA in the next few days to get a formal "handover" going.

I can't decide whether a rank in the Jedi Order equates to a rank in the GA, or if a Jedi Master can still be a private in the Alliance Army.
In short - one way or another Jedi Knights will get ranks in the GA if they want them.

It wouldn't take anything far beyond the way a Jedi or Sith get promoted. Have training sessions, participate in threads actively using powers and such, etc. It's not so much a time thing as it is a quantity thing (as well as quality, of course). In short, the more you do, the faster you'll go.
