I think it has alot to do with their apperance in movies and the way they dress and so forth. Notice the pure and innocent guirl is often the main character (female) in many movies. They are also sex symbols and their golden long hair symbolises purity and cleanness.

Sabrina hit it head on there,, up until the turn of the century is was Buxom, very very fair, and raven black hair, betty page was basically one of the last raven topped vixens in glam..its basically a media thing
