The storm knocked out power in millions of households. Two months ago there was a hurricane that did the same thing, and they weren't fully repaired from that. The snow storm worsened the issue.

Yeah. Plus the forecast for the snowstorm called for much less snow, which ended up being anywhere from 3 to 15 inches across the state.
