DESCRIPTION
The "Borga's Banquet" is a heavily modified, antiquated wheeled food cart once a common sight on the streets and alleys of markets in the Outer Rim. Outfitted with a basic listening-device suite able to pinpoint and enhance conversations up to 50 meters away, if unobstructed. Combined with the listening-suite is an advance Data Tracking device, able to narrow down electronic signatures emitted by Datapad and other communication devices within 25m and give a rough (5m radius) location as to their origin.

Beside the Listening suite, the "Banquet" comes with a full array of food preparation, cooking and storing areas, giving it the ability to fully function as a food cart.

LEGALITY
While the vehicle is legal, the listening devices are illegal on many core worlds.

INTENT
To give Borga the Hutt a platform to be able to gather information covertly while serving food on the streets of Nar Shaddaa, being able to sell such information and further his ambitions in life.

I like it, but it's really unclear what the data tracking device actually does. Can you expand and/or clarify?

Sure;

The Data-Tracking device allows the user to narrow down on a specific electronic signature emitted by a Datapad, Commlink or other communication software. It then is able to triangulate and give a position of the device, within a rough 5m radius.

Essentially, rudimentary/early Datapad tracking capabilities. If I were tracking someone and they went on their Datapad within 25m of the vehicle, I would then be able to narrow their location down to somewhere within 5m. This is of course, based on making sure I get the right Datapad signal to track in the first place.
