D-3PO and BT-4 were a pair of 'special forces' droids, operated by the Chiss Confederacy during the era known as the 'Force Eternal' period. Sold through a large range of third parties, they ended up in the droid pool of the Galactic Senate rotunda building, where they remain to this day, at the disposal of members of the Senate.
Programming & Characteristics
3PO
With a black finish, D-3PO appears as an ordinary 3PO-series protocol unit. Manufactured with basic plating, he was 'upgraded' with a black paint finish as part of the plan to infiltrate the galactic senate, bringing him more in line with the established droid appearance codes of the day. His adapted programming as an infiltration and spy unit has enabled him to think for himself and break the subservient code found in these units.
BeeTee
BeeTee was programmed by the Chiss Confederacy to have a violent, cruel and malicious attitude and demeanour. Despite this, he often ensured that he had the bubbly and upbeat demeanour that people annoyingly expected from the astromech droids around them. He takes an obscene amount of joy in mucking around with technology and finding new ways to ruin everyone's day.
Equipment
As a 3PO unit, he has access to the basic package of equipment available to these droids, alongside a shock arm and a protocol droid torture package. BeeTee, on the other hand, makes use of the standard R2-series attachments, with the following additions.
