For the most part yes. Basically you just have to tag the faction leadership of the former faction so that they can check out the biography and make sure all the details fit in with the faction history/story.

For example, the rank of Sith Lord/Darth is reserved for only a handful of individuals, so saying your character was trained by a Sith Lord is generally not going to be approved, because all the Darths are currently Player Characters.
