Born on Earth , Hayes attended the Luna Military Academy has been a member of ONI for twelve years. Hayes underwent the Spartan IV augmentation process for placement in high risk field operations on behalf of the Department on Naval Intelligence, and for this reason he is being assigned to Fireteam ANUBIS. Collin is a highly dedicated field operative, and is able to work well in groups no matter the opposition, and has been awarded several commendations for his work against the Covenant during the war. He is specialized in infiltration, information retrieval, and assassination protocols.

Born on Jericho VII, Hayes lost his parents when the Covenant glassed the planet. Being an orphan and seven years old at the time, Hayes had no one to protect him from ONI when he was 'adopted' into the organization. Hayes was trained from a young age to be an assassin for the Office of Naval Intelligence, and has worked in a variety of missions aimed to suppressing any public figures from creating unrest within the UNSC. Until seven years ago, Hayes was not to be assigned missions without an approved handler, but given the desperate state of affairs, ONI no longer enforces this guideline. Given the necessity of Fireteam ANUBIS, Hayes has been authorized to undergo the Spartan IV augmentation process to increase his capacity and effectiveness.
