Level 1313
__________________________________________________________________To: General Baell
From: Imperial High Command
CC: Imperial Core Command
General Baell,
The Emperor himself has ordered your immediate relocation from Stenos to Coruscant, in order that you might take part in a task force organized by Grand Moff and Admiral Solomon Lok (@Zaphod Norblebrox). The task force is ordered with reining in dissidents on Level 1313. More details will be forwarded to you upon your arrival on Coruscant. Upon reaching the planet, you are to rendezvous with your team at the old prison facility on Level 1313. It's safe to say that is where the majority of the action will be located.
Additionally, the Emperor has expressly commanded that you use this operation as a jumping-off point to begin investigations of dissident movements and actions in the Core Worlds. Your findings are then to be delivered to High Command so that adequate reactionary forces can be deployed to worlds needing them.
Glory to the Empire, and long live the Emperor.

The draconian General Baell arrived on Coruscant a standard day later. He had not been to the former jewel of the Republic since the Core Campaigns had been launched five standard years prior, but little had changed. Yes, it was safe to say that the planet hadn't even changed with the changing of ownership either. Aside from the Imperial flag, which hung from every governmental office, the large city-planet looked no different than it might have when the Republic still presided over it.
Down below, in the underworld, the same story could be told. Crime never vanished; Sith, Jedi, or Republic, criminals found a way to flourish and that was especially true with Level 1313. The Imperial Military had learned to loathe the name of Level 1313, as it was nearly impossible to patrol and crime was rampant no matter how harshly the Empire treated it there. Baell's additional information reached his datapad as his transport took him through the portal into the infamous level; if he had eyebrows, he might have cocked them.
Solomon Lok is taking command of this mission personally, he thought. He skimmed further. Classified, eh?
Well, no matter. The transmission noted that they would be briefed upon reaching the hub. Baell had never had the pleasure of meeting Admiral Lok. The two had never crossed paths during the Core Campaigns, though the Stenax highly suspected the Admiral was involved in the fighting to have obtained such a high ranking position in the Core. A cushy office on Coruscant was hard to come by even if the capital was still Korriban. Still, Baell found the news most promising. The Emperor had, after all, given him two assignments; and, once his first assignment was finished, Lok would make an excellent point of contact to begin launching the second.
"It is, as the Jedi might say, as the Force wills it," the General intoned to himself with a deep chuckle.
His transport arrived a safe distance from the prison complex, in an empty but trashed district of 1313, a few moments later. As he descended the landing ramp, Baell stretched his wings, which had become cramped during the ride. He immediately began surveying his surroundings. The old prison facility looked like a massive, cubic tower jutting out of the undercity landscape. An old train terminal ran through a lower portion of the tower—likely used to bring in new arrivals to be processed—offering a less than subtle way to enter the complex, should the need arise. He could see no signs of hostiles in the immediate vicinity, but, then, he had to remind himself that he was dealing with the Hutts here. Their cadre of scum would be locked up inside the prison with them.
All the better, thought Baell. We'll smoke them all at once, then.
And with that thought, he resigned himself to wait for the rest of his task force.
