NEW CONFEDERACY OF INDEPENDENT SYSTEMS

The New Confederacy of Independent Systems, or NCIS, is a new galactic government formed on the basis of its predecessor which shared the same name. Unlike its predecessor which was controlled solely by the conglomerates that funded it while the executive leadership manipulated the senate. The new Confederacy's Independence Congress works hand-in-hand with the Head of State and Head of Government for the prosperity of the government and the planets under its patronage. The New Confederacy currently has about nine world's governments affiliated with itself and its main goal is to protect and enrich each world's economy.

The New Confederacy's headquarters is located on Jomark in the Jomark System of the Jospro Sector which could be found in the Outer Rim Territories. The building in which it resides is known as the Independence Parliament Building, formerly known as High Castle, which houses the Executive and Legislative branches of the government. A nearby military compound serves as the base of the headquarters' that caters to the defence of the New Confederacy's installation. Furthermore a Battle Station is being constructed in the planet's orbit that will work in unison with the world's own planetary defence systems thus further protecting the New Confederacy headquarters.

The New Confederacy of Independent Systems is currently made up of only five organisations and affiliated with nine world governments that provides the galactic government with funding and other necessary resources. These organisations are the Brotherhood of Equilibrium (although their involvement is hidden from all), the Exchange, the Lost Remnant Mercenaries, Subach-Innes Corporation and the Systems Commonwealth. The organisations have pooled together their available resources to form an interim unified military made up of ample yet well trained personnel from each organisation and a fleet consisting of eighteen corvettes and various support crafts. These starship, the corvettes in particular, range from the standard CR90 and Marauder classes to the more exotic Fafnir and Wolf classes.​

History


In the decades prior to the Clone Wars, the Republic was seen by many as a failing government, plagued by corruption and mindless bureaucracy that stifled the voices of many constituents represented in the Galactic Senate. Secession grew during the period following the Naboo crisis, and the commerce guilds and trading corporations became disillusioned with the Republic after the law was passed to place taxation on all trade routes to outlying star systems. Into this critical situation stepped a former Jedi Master who had become disillusioned with the Republic and the Jedi Order that served it. This charismatic figure stirred up anti-Republic sentiments on many worlds, paving the way for a rebellion against the government.

A loose affiliation of separatists was formed, with the rogue Jedi at its head, pushing for a new government to take the place of the stagnant Republic. Eventually, this Separatist movement established itself as the Confederacy of Independent Systems, a body formally opposed to the Galactic Republic. The members of the CIS included the Corporate Alliance, Trade Federation, Commerce Guild, InterGalactic Banking Clan and Techno Union. Although the Republic recognised that many of its member worlds were in rebellion, it refused to formally acknowledge the existence of the CIS as their common government, deeming that doing so would legitimise it.

The Confederacy marshalled armed forces to its cause, to be eventually used to topple the Republic and take the capital planet of Coruscant. The Trade Federation, commanded by the Republic to downsize its Droid Army after the Naboo incident, instead expanded its forces in secret, adding its battle droids to the Separatist arsenal steadily growing with input from other factions, such as the Techno Union. Foundries on Geonosis, Hypori, and elsewhere created countless billions of battle droids ready to fight for the Separatist cause, all while the former Jedi Master continued to recruit more star systems to his cause. For the next three years, the Republic and CIS would be engaged in a brutal war, with many dying on both sides.

For the first half of the war, the Confederacy was doing well, capturing many planets, despite losses on Muunilinst and Dac. However, the tables turned and it began to suffer a series of defeats, which led to the Outer Rim Sieges. The Confederacy was responsible for some atrocities during the war, particularly by its Supreme Commander. Throughout the war, the Confederacy attempted to gain the advantage using super-weapons, such as the Dark Reaper and the Malevolence ion pulse cannons.

However, soon the Republic began going on the offensive, winning battles at Bomis Koori IV, Boz Pity, and others. With the death and loss of Confederate heroes, the Confederacy began to lose the advantage. The Republic began laying siege to what the Sith Lord controlling the government from the shadows called a Triad of Evil: Felucia, Mygeeto, and Saleucami, and the Separatist council was forced to keep on the move. However, the Confederacy still had plenty of fight left, as it began launching assaults on Kashyyyk and other worlds. However, the leader of the Confederacy, was killed, and despite many losses, the Republic did inflict more damage on the Separatists, making the assault useless.

The Confederacy of Independent Systems was eventually defeated, though this was not its own fault. Suffering losses—and victories, for that matter—right from the beginning of the war, and despite the might of its Supreme Commander and its vastly superior numbers, the droid forces were often defeated by the Republic. However, as the Sith Lord manipulated the war, influencing some of the defeats of the CIS as well as some of its victories, the Separatists had lost before they had even started fighting—the Sith wanted the Republic to win. At the end of the war, the former Jedi Master was struck down by a Jedi Knight on board the one of their capital ships, the Supreme Commander was killed on Utapau by a Jedi Master, the CIS leadership was murdered by Sith Lord's apprentice on Mustafar, and the commerce guilds faded quietly into oblivion.

The corporations that made up the Confederacy were Imperialized and assimilated into the Imperial war machine. Most of the Separatist worlds were absorbed into the Empire, with many prominent races of the Confederacy enslaved, while others, such as the Trandoshans, allied themselves with the Empire. The majority of the droid armies were shut down, providing no opposition to the Imperial stormtroopers. The secret space station project, originally the CIS's, was absorbed by the Galactic Empire.

After the deaths of the members of the Separatist Council, some Confederacy-loyal worlds still refused to be absorbed into the new Galactic Empire. These remnants, some organized and unorganized, would continue to fight throughout the Imperial era. The Empire would use these holdouts as justification for expansion of the Imperial Navy. Many of them ended up joining the Rebel Alliance at its formation.

At some point after the war a Geonosian droid manufacturer who managed to survive the demise of the Confederacy leaders at the end of the Clone Wars, initiated a plan to revive the Confederacy. He reactivated a droid factory on Mustafar and built a small army. He was preparing to start another war, in an effort to take advantage of the reorganization of the newly christened Galactic Empire. He started by activating a droid fleet around Mustafar's orbit to defend his factory.

As his soldiers were guarding the factory, an Imperial fleet bearing the 501st Legion arrived at Mustafar. The Empire then engaged and destroyed the still weak Separatist fleet and proceeded to the planet's surface. The Battle of Mustafar erupted, but due to the insufficient time for manufacturer to unleash his new droid army, his obsolete droids fought a losing battle. The factory was subsequently destroyed by heavy orbital bombardment and the Separatist holdouts began to decline rapidly.​

Government and Politics

The New Confederacy of Independent Systems, as the name states, is a confederation which in modern political terms is a permanent union of political units for common action in relation to other units. The New Confederacy was created by treaty but as it grows this method will be replaced by a more common constitution. It is established for dealing with critical issues such as defence, foreign affairs and a common currency, with the central government being required to provide support for all members. A loose method almost similar to a presidential system is used by the New Confederacy. This is a system of government where an executive branch exists and preside separately from the legislature, to which it is not responsible and which cannot, in normal circumstances, dismiss it.

Head of State

The New Confederacy has a single Head of State like its predecessor before it in years past. The individual in the position of Head of State is known as the President whom acts as the Chairman of the Independence Council, the Independence Congress and Commander-in-Chief of the Independence Armed Forces. This individual serves as the chief public representative of the confederation, is seen as the government's "official" leader and has a private chamber in the former bedroom area of Independence Parliament Building on Jomark. His role generally includes to legitimise the state and exercise political powers, functions, and duties granted to the Head of State in the government's constitution and laws.

Head of Government

Formerly known as the Separatist Council and chaired by the President, the Independence Council, is made up of five leaders contrary to its predecessor having had ten leaders before and acts as the Head of Government. This is due to the Confederacy itself not yet having grown as large as the original Separatist movement. The council convenes in a meeting chamber in the former dungeon area of the Independence Parliament Building on Jomark and dictates what endeavours the government will get involved in as well as being members of the Independence Congress. The leaders are all from powerful and wealthy organisations across the galaxy but unlike the Separatist Council of old who were lured by promises of free trade zones, the Independence Council, is made up of individuals with one common goal: Harmony and Prosperity.

The Independence Congress, made up of individuals from each member world, conglomerate or other organisation known as Confederate Senators, is the legislative branch of the New Confederacy. Its headquarters can be found on the planet Jomark, in a building formerly known as High Castle, which has been renovated, refurbished and fortified, known now as the Independence Parliament Building in its former main hall area. Senators each receive one vote on all agendas, both procedural and substantive, with the Head of State acting as the Chairman and an elected official acting as the Vice-Chairman.​

INDEPENDENCE ARMED FORCES

The Independence Armed Forces (IAF) is the legion of the New Confederacy of Independent Systems. It consists of three branches: the Independence Ground Forces (IGF), the Independence Naval Forces (INF) and the Independence Intelligence Agency (IIA). The military is made up of infantry, clone troopers and battle droids, as well as vehicles similar to those used on both sides of the Clone Wars. The Independence Armed Forces' goal is to protect the worlds, civilians and conglomerates under the patronage on the New Confederacy government.

Independence Ground Forces

The Independence Ground Forces of the New Confederacy of Independent Systems is made up of combined legions of clone troopers and battle droids. It is split up in two operational branches namely regular forces and special forces; with the former making up the bulk of the military being placed under the command of Brotherhood Agents and the latter working independently as commandos seldom requiring help from the Gray Jedi. Various ground and support units and vehicles are currently being manufactured by companies such as Asgard Industries and the Subach-Innes Corporation, to mention a few, and are all near completion.

Independence Naval Forces

Like the Independence Ground Forces, the Independence Naval Forces, are still small but growing at a steady pace. The Independence Naval Forces consist of just one fleet at present time, dubbed the Independence First Fleet (IFF), and is made up of various Corvette-class starships supplied by each of the main factions. Currently various other starships are being constructed by companies such as Asgard Industries and the Subach-Innes Corporation, to mention a few, and are all nearing completion.

Independence Intelligence Agency

The Independence Intelligence Agency is the covert operations branch in the Independence Armed Forces of the New Confederacy of Independent Systems. They specialise in top secret missions like assassination, espionage, with highly trained analysts providing field agents with guidance during mission. This branch only focuses on national security and internal affairs during times of peace, however, as the aforementioned operation would be seen as a hostile action and endanger the government and the worlds under its patronage. The Independence Intelligence Agency is directly under the control of the Head of State but is managed by the Secretary of Defence who in turn reports to the President.

RANK AND COMMAND STRUCTURE

Executive Leadership

Commander-in-Chief

The Head of State, or President, is the commander-in-chief of the Independence Armed Forces. Which factions the Independence Armed Forces attacks is entirely up to this individual and the military does not make strikes without his/her say.

Supreme Commander

The Supreme Commander is the officer in overall command of the Independence Armed Forces. This person is in charge of planning the overall offensive and defensive stratagem of the Independence Armed Forces and is second only to the commander-in-chief.

Secretary of Defence

The Secretary of Defence is the person in charge of national security and internal affairs. This individual manages the Independence Intelligence Agency and reports directly to the commander-in-chief.

Champions

Champion is the rank the New Confederacy of Independent Systems use to classify its Shadow Agent Junior Generals from the Brotherhood of Equilibrium. These individuals are in command of what is called an army group which consists of between 400,000 to 1,000,000 soldiers. They also share a similar rank to commodore in space. This rank is only available to Stalkers.

Crusaders

Crusader is the rank the New Confederacy of Independent Systems use to classify its Shadow Agent Generals from the Brotherhood of Equilibrium. These individuals are in command of what is called an army region which consists of between 1,000,000 to 3,000,000 soldiers. They also share a similar rank to admiral in space. This rank is only available to Wraiths.

Paladins

Paladin is the rank the New Confederacy of Independent Systems use to classify its Shadow Agent Senior Generals from the Brotherhood of Equilibrium. These individuals are in command of what is called an army theatre which consists of between 3,000,000 to 10,000,000 soldiers. They also share a similar rank to fleet admiral in space. This rank is only available to Revenants.

Field Marshall/Fleet Admiral

A Field Marshall/Fleet Admiral is a senior non-clone commissioned officer of the Independence Armed Forces. They are usually comprised of individuals from the various factions, conglomerates and worlds fully affiliated with the New Confederacy of Independent Systems. While a Field Marshall is in charge of a field army comprising of 80,000 to 200,000 soldiers; a Fleet Admiral is in control of a fleet of warships.

While a Brigadier is in charge of a division comprising of 10,000 to 15,000 soldiers; a Commondore is in command of a Squadron of warships.

Commander

Commander is the highest rank a clone trooper can achieve in the Independence Armed Forces. This rank is usually reserved for clones specifically bred for leadership roles but can be awarded to individuals that go above and beyond the call of duty. Receiving the best training available and gaining prior combat experience due to serving as mercenaries; these individuals are considered by many the best of the best and are put in command of battalions numbering from 300-1,300 soldiers. In the Independence Naval Forces, a Commander, is in command of a Section of warships.

Captain

Captain is the second highest rank a clone trooper can achieve in the Independence Armed Forces. These individuals are the army's veterans, having not only survived but prevailed on the battlefield, and are considered some of the best the military has to offer. Their combat experience allows them to command companies comprising of between, 80-225 subordinates. In the Independence Naval Forces, a Captain, is in command of an element.

Lieutenant

Lieutenant is the second rank a clone trooper can achieve in the Independence Armed Forces. These individuals have seen their fair share of combat on the field and proven themselves to be highly capable soldiers. They can be placed in command of platoons comprising 26-55 sergeants and privates, if the need arises. In the Independence Naval Forces, Lieutenants trained as Marines, serve as leaders of starfighter squadrons.

Sergeant

Sergeant is the rank a clone trooper starts with in the Independence Armed Forces. These individuals are fully trained soldiers that lack any real combat experience other than those gained in combat simulation. While they're not trained for leadership they can be placed in charge of a squad made up of 8-13 privates if the need arises. In the Independence Naval Forces, Sergeants trained as Marines, serve as pilots in starfighter squadrons.​

CLONE TROOPERS

In 1,001 BBY the High Revenant of the Brotherhood, Drush Hunaam, visited the planet of Khomm which was located in the Khomm sector of the Deep Core region. The planet was home to the Khommites, a near-human species, that had reached a level of cloning technology far surpassing that of the rest of the galaxy. Hunaam approached the Khommites to clone an army for him but they denied his request. Despite their decision, Drush, left the planet in good relations with the people of Khomm.

989 years after the High Revenant's initial visit, in 12 ABY, Khomm and its population was devastated by an Imperial attack. The Khommites would not have to find a way to survive on their own, however, as Drush saved what was left of the dwindling Khommites. Hunaam secretly relocated them to the planet of Tund, located in the Tund System of the Centrality, away from the prying eyes and reach of those who would wish to use or harm them. In return for his help and patronage the Khommites finally agreed to build and train the Anzat's army of clones when their civilisation has recovered.

Round and about 127 ABY, Drush Hunaam, encountered a Force-sensitive Mandolorian, a rarity, by the name of Pax Mayne. The High Revenant secretly had the warrior surveyed by his agents up until the man journey on his search for enlightenment. With promises of assistance and the path of true enlightenment, Drush, convinced the black and gold armoured Mandolorian to become the prime clone for Hunaam's clone army. Pax not only agreed to becoming the prime clone but also suggested being put in stasis so that his DNA could be kept fresh for whenever it is need.

By 912 ABY, almost a millennia after the devastation of their home world and most of their populous, the Khommites had restored their civilisation to its former glory. This all occurred on the planet that the High Revenant had relocated them to. With the use of resources and equipment given to them by Drush; the Khommites were able to rebuild by using their prowess of cloning technology. What marked the end of the Khommites' struggle was the beginning of Hunaam's army of clones with a corbonite frozen Pax Mayne's DNA sample being used for the first of these genetically-modified soldiers.

CLONE TRAINING & EQUIPMENT

Regular Forces

All clones are genetically-modified to grow at quadruple the rate that normal humans do, are genetically-enhanced to be stronger, faster, and smarter; and altered to think creatively and independently without the risk of disloyalty. They are grown to the age of five and trained until the age of twenty thus completing the process in just five years. After their training is completed, they are placed in suspended animation chambers, where the growth hormone is not only removed but partially reversed. From the point of being released from the chambers, clones, age at half the rate that normal humans do.

All clones start out as privates, unlike their predecessors, and receive basic training on both terrains of combat: army and naval. Candidates for a promotion return to their home planet to receive additional training. This includes various advanced classes and instruction on teamwork, leadership, and stratagem. When they are in candidacy for sergeant, clone troopers, receive commando training. Only captains or commanders are further genetically-enhanced with the latter receiving ARC trooper training.

Special Forces

Commandos

Commandos are an elite variant of clone troopers in the Independence Armed Forces. They are considered as some of the most skilled soldiers in the galaxy and particularly excel in organisation and teamwork. Often working in groups of four, clone commandos were assigned to carry out covert operations too delicate for regular clone troopers. Covert infiltration, sabotage, demolition and assassination were standard tasks for the clone commandos. As with their predecessors, commandos, received extremely intense training but unlike their older counterparts, they were genetically-enhanced and could operate within the regular forces as well. Commandos make up 10% of the Independence Armed Forces.

Advanced Reconnaissance Commandos

Advanced Reconnaissance Commandos are an elite variant of clone troopers in the Independence Armed Forces. They are considered as some of the most skilled soldiers in the galaxy and are virtually one-man armies. They generally go on covert operations like infiltration, demolition, assassination and sabotage missions but are often seen in the regular forces when not on special assignments. Unlike the ARC Troopers in the past, these soldiers, were not genetically-enhanced before birth but after. As a result the success rate of creating and training an ARC Trooper has increased tenfold as well as them being more effective then their predecessors. ARC Troopers make up 5% of the Independence Armed Forces.

Sorry it took so long to get to this: school is pretty hectic since it's getting close to Thanksgiving and all of the professors are cramming what's left of their topics in before the holiday.

Since this faction is a merge of numerous different factions, I would like to see a section where it is describing how the merge is affecting the NCIS in terms of military. The faction itself probably won't have the CIS-signature equipment right off the bat: there is the maintenance, production, and funding involved in that. So logically, the factions would be putting in their own resources to make that happen, perhaps with a interim unified military to provide security in the baby stages of the faction until it's capable of sustaining itself with its own military.

With the clone troopers, increasing their ability to think independently inherently increases the possibility of disloyalty or disobeying orders. It's the risk that comes with independent thought and would be incredibly difficult to fully prevent.

I would still like to see a section regarding the NCIS's growth in terms of merging with the member indy factions that would be regularly updated as each member faction becomes more assimilated into this single group.

Yeah that's kind of part of the story-line that Thorn is in charge of.

This section you speak of. I take it it should be in a post of its own. How would I go about introducing it. A template or short example may help me grasps how to put it in words and structure.

I would like the section to describe how far along the faction is in assimilating the member factions, involving the military and other significant RP-related resources. The creation and growth of the droid-clone army and other NCIS-central stuff can also be put here as a heads-up, since this page can end up being a labyrinth with so many different groups involved.

New Confederacy of Independent Systems Status

PC Factions

Brotherhood of Equilibrium - (IC) Founding faction of the New Confederacy. Involvement kept a secret from all outside the Brotherhood itself. All the Brotherhood's resources are available for New Confederacy use.

Systems Commonwealth - (IC) Have been approached by the New Confederacy and decided to join. Military support and Asgard Industries sell goods at discount prices.

Subach-Innes Corporation - (IC) Have been approached by the New Confederacy and decided to join. Sell goods at discount prices.

Independence Naval Forces

The Independence Naval Forces are made up of an interim fleet of eighteen Corvette-class Starships. These starship were provided by the Brotherhood (3), Exchange (3), Lost Remnant Mercenaries (3, after you okay it), Subach-Innes Corporation (3), and the Systems Commonwealth (3) while also having three of their own to start with.

Yeah. Aside from the vague mention of the faction's current military size (mention the number of corvettes specifically and fighters and stuff), it looks good.

Cool, fixed it.

We still need to discuss maximum clone and droid numbers when in adult stage. Also on how many clones are produced and droids manufactured each month. So you can just give me those numbers when you decided on them and I'll add it to the information.

That and are we still agreed with the starting forces of 25,000 clone troopers and 50,000 battle droids?
