Hey I like grundy, so what. If you dont like it, GTFO. :CStern:The Penguin is one of the most hated villains in the comic book genre, theres nothing appealing or likeable about the character and The Joker and Scarecrow may have been theatrical, but not so much as to use birds, umbrellas and a laugh that sounds suspicously similair to a Penguin.
He's fat, hes annoying, repetitive and overall not entertaining or intimidating at all. So I really don't see him appearing in the Nolan series of films.

Riddler would be perfect.
Ivy would be decent. Hear me out. Screw some of the supernatural and freaky Ivy characters. She'd use poisons and chemicals from plants.
Now Ivy on her own would be a shitty character. But The Riddler has the brains to come up with a brilliant plan and Ivy is there to kill. Batman will take out the Riddler at some point, then Ivy will start randomly killing and going on an uncontrolled rampage where Batman takes her out.
True, I really do think the Riddler needs to be in the next movie.
Harley would be interesting to see when she is a serious character.

Harley as a character would be interesting, but she doesn't have the powerbase to be a main villain. She could definitely work in conjunction with, as you sugges, the Riddler.
However, I still feel that Nolan would be best to try something new once again. Rahs al Ghul is virtually nothing like the Joker in methods. Their end goal was similar to an extent, but they were vastly different characters.
True, but if they go the entire film without mentioning him that would be a little annoying. They could even dedicate the movie to him, at the ending credits.
