No, it's not known to the public. Their existence, in the vast scope of the galaxy at large, is minor in this timeline. The only way someone could realistically find out about them is if they found out from an Ophuchi.

As of yet, they have no relationship with the sand people or the Jawas.

Will this start off before or after the skip? I want to join in with one of my characters who is a Jedi but want to finish up his ongoing training and mission threads. So was wondering if I could sign him up now, so that you can check if he's acceptable, and if he is taken in then have him formally join in after the skip?

I'll be laying the ground work before the time skip, and I'm sure Ruukil will want to get in on that, but primarily it'll all really getting going after the time skip. The Ophuchi will be formed as a clan during the four years.

And sure, you can sign up now and I'll mark you down as a member, and you can officially start after the time skip.
