It is not, presently. P-6 is a Sith quadrant, and legends wise Phindar falls into that.

What I noticed when I went to put Marzipan into the roster is that we already have a Senator from Shili, however, and we can not have two. That being said, @Haro hasn't been on in a little over a week, and left no notice in the personal notifications forum. So you have two options: 1. You can wait. If Haro isn't back by Friday (5/6), two weeks after they were last on, you can have Shili. Or; 2. You pick a different world. Up to you!
