Well, I just created a Bounty Hunter character and would like to start using him, can I make a thread and RP by myself with NPC's?

Most roleplays i've been in have allowed this, although I wanted to check before I did something I'm not allowed.

Also, are NPC's allowed to get owned by our characters? Or do we have to RP them like we would RP a Human Controlled Character?

1. Yes. It is not required for your character to be part of a 3rd party group.
2. If you mean "get owned" as in kill them instantly, then yes. "Ownership" depends on if another person wants to use the NPC too. If so, it would be treated more like a PC.

Also, Is it allowed to make up a hit and use you're Bounty Hunter to take out the target without a 3rd party group? Or does the hit have to come from an actual character?

I'm pretty sure, though if you intend to collect a bounty, it would be nice for your NPC to be played by a member to keep things interesting. To do so, make a brief profile of the hunted in the Bounty Office, and make note that you wish to take the bounty too.
