The staff has talked this over and while you're free to secede with the planet that your senator represents, you don't get to decide that for NPC worlds. If you'd like to continue with this plot, it can be done only with PC worlds.

That means a secession movement can never do anything, since there's about only a dozen Senators being RPed by PCs. The list of planets were selected since they're relatively close together for convenience and not in anyone's way. I presented the list to Adena before publically announcing this and she had been okay with the listed planets.
