Anyone know why Chagrians are not on the approved list? Surely I don't have to write up a species profile on them to have a Chagrian character right?

Chagarians are allowed.

Essentially, if it isn't on the "banned species" list, it's a safe bet you can use them. Chagarians probably aren't in the approved section because it would be next to impossible to list every single playable species.
