ATM the council is about 4 members down (Edo, Linora, Banik and Sarus)

Well I suppose you'd either promote selected Jedi Masters or contact people to ask if they want to create chars for it. I mean that seems the simplest way.

I've got to be honest I quite like the idea of having a Knight on the council, without them being promoted to master. Being a master isn't a prerequisite of being on the council, (although it's usually a given, sometimes knights are put on) but as it's very rare i doubt there could be more than one at most for our timeline.

I think promoting people is the last thing on everyone's minds right now, given the state of the order atm. Let that get sorted, then beg for a promotion.
