The Ossein.
In those dim days when the Republic was but an infant on the Galactic stage, they roamed the stars. A nomadic warrior culture which revered star-flight, they inspired myths and legends, and made the Galaxy tremble before their might.
In those earliest of days, they were both conquerors and protectors, villains and heroes. Theirs was the way of the thruster, the blaster, the vibroblade. They were unconstrained by such binary constructs as the Light Side and the Dark; they existed in a time when the Jedi were but upstarts, and the Sith had yet to even appear.
The Galaxy was a wilder place, in those days.

But that was long ago.
There are no more Ossein; the light of Galactic civilization long ago cast them into shadow. The descendants of these once proud people - and they are few - barely remember their heritage. The bloodlines are thin, the stories are long forgotten...
By most, anyway.
There are a few - a scant handful - who still hold to the old ways. They are not of the old Ossein bloodlines, more often than not; they are beings who saw the state of the Galaxy, and did not find it good. They are beings who wished to be free, to stand on their own feet and rekindle the dying light of what once was.
One such being is Triter Zonne.

"So-called 'civilization' has shown its hand. The Jedi and the Republic 'liberate' already free beings and impose their unnatural order. The Sith drive the light before them, and inflict suffering as if there can be no consequence for it. But there are things older than the Sith, older than the Republic, older than even the Jedi. Things that will show them there is a cost to what they do."

Triter is the last of a proud crew, raised by pirates who revered the ways of the Ossein, and struck back against those who would take the freedom they earned in the only way such people understood. They were ultimately destroyed, leaving Triter the only survivor, who has wandered the Galaxy in search of a new cause, a new family. Time and again, he has found what he seeks, only to have it taken from him.
Recent events have driven him to something new.
Triter is tired of losing. He is tired of that which he holds dear ending in fire and horror. He is out now to change the Galaxy to his design; he will resurrect things far older than his enemies, and chase down those who have inflicted so much hardship upon the Galaxy to make them face his own justice. His will be a force the Galaxy has not seen in a thousand generations...

Triter aims to rebuild the ancient Ossein fleets. As their Khan, he aims to stand against any who would take the freedoms he holds dear, be they Sith, Republic or even Jedi. He also plans to reestablish the long-dead Khanate, a thalassocracy guarded by roving fleets of ships to protect trade and turn back any who would enslave those worlds which have sworn fealty. Within the Khanate, there will be enforced a "sovereignty of the self," where all beings are free to live as they please in a sort of enlightened anarchy.
And of course, when ready, the Khanate will launch their own larger campaign, driving such evils as the Sith from the Outer Rim and repaying generations of suffering...

The Khanate is intended to fill the role of this setting's barbarian space pirate horde. Unlike the Void Serpents, who primarily seem to be out for their own wealth and survival, the Ossein Khanate is an up-and-coming empire, with its own vision of how the Galaxy should work.
The main aspect of the Khanate is that it is a reaction to the current state of the Galaxy's power structure. Increasingly, the three major factions - the Republic, the Sith and the Jedi - have expanded into the frontier regions of the Galaxy, such as the Outer Rim. Traditionally, the Rim has been the domain of the independent; it was a place beyond the control of empires, where a being could be free, and leave behind the rigidity of the Core Worlds.
The Khanate seeks to preserve this freedom, in its own way. It will claim territory, but only in the sense that those worlds within it swear fealty to the Khan, and acknowledge the Khan as their protector and sovereign, though not as their political leader, with every planet free to rule itself as its people see fit.
There are also material kickbacks as well, and certain privileges. It's good to be the Khan.
In return, the Khan maintains an independent fleet, and protects his subjects from attack by outside powers. The Khanate is expansionist, and though it is preferable to receive a pledge of loyalty from a world without force of arms, any group which sees fit to employ force against the fleets of the Khan - or his subjects - is likely to become the next target of military conquest.
The Khanate, among its own people, is fairly anarchic in its method of rule. The will of the Khan is absolute, theoretically, but any being has the right to address the Khan, no matter their station. Though the Khanate allows loyal worlds to manage their own affairs, ultimate jurisdiction over space lies solely with the Khan, and his rule begins where a planetary atmosphere ends. This being said, the Khan permits space to be used as his subjects see fit, and will not interfere in any activity that goes on there, unless it is meant expressly to undermine the jurisdiction of the Khan; smuggling through Khanate territory, for example, is perfectly fine, but assembling a fleet and claiming sovereignty beyond the surface of a planet or moon is likely to be met with blaster fire.
The Khanate also has a zero-tolerance policy against slavers and slavery.
Finally, the Khanate is primarily a maritime state. Its power lies in its control of space, not of planets. This faction would place great emphasis on its fleet, and not much else.[/fancybox2]

The membership of the Khanate is currently separated into three categories. These consist of the following.

Khan -
The ruler of the Khanate, in whose name the Khanate undertakes all endeavors; the word Khan roughly translates to "ruler of Noyons" or "master of many fleets" in the ancient language of the Ossein, and in modern terms would be something like a combination of "grand admiral" and "emperor." Traditionally, the title of Khan was hereditary among the ancient Ossein, but as there has not been a Khan of the Ossein in many thousands of years - or indeed, any Ossein at all - the title is now assumed. The Khan is also the Khanate's military leader.

Noyon -
The leadership of the Khanate, lieutenants and advisors to the Khan. The word Noyon roughly translates to "king," though its true meaning is closer to "admiral." In the past, each Noyon would have been in command of their own fleet, and would have overseen a vassal state. As the Khanate is not yet large enough to accommodate such individual holdings, the Noyon currently serve as military leaders, though their duties are ultimately as the Khan wills.
