Also, this tells us nothing about this Red Skulls group. History? Organization? Fleets? Anything other than "a very highly technologically advanced group"?

Okay, nice start, I suppose...but where is the Skulls' background? How did they form? How did they become technologically advanced, and where did they get funding from? Consider the Red Skulls as another character, try setting it out in a format similar to the RP profiles of actual characters (omitting obvious things like stats, race etc.) Put in their strong points, their weaknesses, their main operations and such. Fleshing it out makes a independant faction look more enticing for other members to join. Good luck!
