I have a question...can a character with no previous force training sign up and go through a training period, or does the character have to go through force training through other means before enlisting?

You can get trained here. A lot of Shades do, actually. There are a few that come after training, but most are either former Padawans (thus need training to become Knights) or independent FS people who choose to join on their own (therefore must be trained from scratch).
