Physical ones or energy bucklers? Physical ones won't stack with other armor and will be heavy and not lightsaber resistant.

Would it be feasible to create an "Armor" submission for shields of various sizes that could be used in dueling? Or would a lightsaber resistant shield (break in one or two direct hits) be unbalanced?

A shield wouldnt be classed as a "minor piece", just like a chest piece. so, unfortunatly no saber resistant material. There was a dicussion about shields on discord, and the above is just what was decreed by the tech authorties. You can submit a shield, it just can't be stacked with other armour. And subject to armor rules.
