Nobody entered the prep threads for my espionage plot, so it would have to be discovered ICly after the fact. And I'm very certain that placing spies in the Empire is going to require an espionage plot of it's own, otherwise everyone could handwave having spies in the factions. Seems really meta to me. Espionage rules are covered in the Roleplay rules.
