A question about RP Story Lines

Is it fine for a member that is not apart of any faction to start a story line that will span through multiple locations with one overarching goal to reach Like a treasure hunt? (Kinda like how you'd have to find pieces of a map to find the StarForge's location in KOTOR) and not like a massive war or anything?
